Karen Kennedy of Continental Airlines thanked the Borough for resolving to oppose ocean routing, and introduced the new manager of state and public affairs of Continental Airlines, Monica Slater Stokes. She informed Council that the FAA will be holding meetings through May looking for input on airspace design. . . . Norwood Oliver is pleased his garbage problem has been addressed.

Mayor Dunbar opened the meeting at 8:07 pm. Councilmen Nebel and Laymon had been excused. The Mayor announced that Waste Management will start collecting garbage and recycling March first. The contract calls for pickup of the whole town on Mondays and Thursdays, with recycling also on Thursday. Back-door pickup will continue as in the past.

The Police Department reported 212 incidents for the month of January.

Monday April 2, 2001 the Borough dump truck will go through town executing curbside pickup of rimless tires, computers, fax machines, copy machines, televisions, radios and other electronic items. They will be taken to the County recycling center free of charge. This is a one-time-only deal.

The Fire Company responded to eight calls, had four training drills and one scheduled meeting. The calls were gas leaks, structure and chimney fires, alarms and an auto accident. Chief Downes said the fire company assisted Pt. Pleasant Beach this past Saturday at a structure fire on the Manasquan River, very visible from the bridge.

The Construction official issued 14 new building permits and seven permit updates for inground pools, room additions, plumbing repairs, room additions, alterations and roofing and siding.

Bill Crelin, CFO, said he had 90 property accounts with taxes due for February first; delinquent notices will be mailed. And dog licenses are to be renewed by the end of February, or he’ll come and get your dog! Not! Just a dollar a month penalty over and above the license cost.

Ocean County was the major bill for January, $660,000 for first quarter taxes. Other bills were routine and all together totaled $916,618.72.

In old business, Ordinance # 425, fixing salary and compensation of certain officers, positions and employees, was passed upon second reading.

The following resolutions were passed:

Introduction of the 2001 Municipal Budget; to consider interior electrical modifications for the Municipal Building and approval of change order # 1; to consider interior electrical modifications for payment #5 (not the final payment); to authorize the Borough Engineer to solicit bids for the repaving of Lagoon Lane; to consider awarding the contract for the sale of the old police vehicle to the highest bidder, Grace Quality Used Cars.

Also to consider the appointment of Sandra L. Maidling as Deputy Court Administrator and the revised employment agreement for same; to consider correction of the minutes from the Regular Council meeting of April 17, 2000 ( a typo and a missing resolution); to consider re-adoption of the 2001 Emergency Management Council to include the current Commodore of the Mantoloking Yacht Club, James Weissenborn.

And, to consider the appointment of James J. Gluck, Esq. of Gluck and Allen, LLC of Toms River as Public Defender; to consider the appointment of Lionel Simon III, Esq. of Citta, Holzapfel, Sabarsky, Leahey & Simon of Toms River as Conflicts Prosecutor; to provide for the reapproval of the Emergency Operations Plan for the Borough of Mantoloking.

And, to provide for the approval of the 2000 budget appropriation reserve funds; to consider the appointment of Sandra Lewis as Administrative Assistant/Violations Clerk and the employment agreement for said appointment; and to approve the contract to Butow and Company for Reassessment services for Mantoloking during the summer of 2001.

The department of Public Affairs New Jersey Health Care System will be facilitating a ŚVeterans Drive‚ at the Mantoloking Borough Hall located at 202 Downer Avenue on Thursday, April 3, 2001 from 10 am to 2 pm. All honorably discharged veterans are invited to attend. Among other services, the following will be available at this event: One-on-one counseling on VA benefits, opportunity to enroll in VA care; photograph for the Śnew‚ veterans ID card. Steve Gillingham, Chairman of the Public Safety Committee, submitted a report to the Mayor. The committee recommends the Mayor continue to petition for a speed reduction on Rte. 35, and to reduce the speed limit on Herbert Street to 25 mph. And to apply for permission to place stop signs where Lyman and Barnegat Lane meet. A full copy of this report can be found at Borough Hall.

John Jones attended the National Conference on Beach Preservation Technology in Florida. It was well attended by most coastal states except New Jersey. Mantoloking was the only New Jersey community in attendance. The report will be available in three months. He said he visited the nourished beach in St. Petersburg which had been in dire straits five years ago, but now the beach is 300 or more feet deep. If only Mantoloking can get this same renourished beach. The feasibility study to determine if our shoreline meets economic, environmental and engineering standards is expected to be completed in March. He again urged residents to contact their representatives to supply funds for the renourishment of our beaches. The Mantoloking project is now in the feasibility phase which will be completed this March. If the Corps of Engineers approves, the project can be authorized by Congress in 2002, and then it will be eligible for Federal Funds for construction, or placement of sand on the beach.

Rusty Husted said that Brick is excavating sand suitable for beach renewal which will be available to anyone who wants it, but 25% of this sand will be going to Monmouth County beaches.

Doug Popaca reported the Community Block Grant Program is asking for handicapped curbs and a ramp to access the Lyman Street Beach.

It was stated that Bay Head is interested in having their bay shores patrolled by the Mantoloking Patrol Boat. This will be looked into.

Council went into closed session to discuss contractual matters, pending litigation and to receive advice of counsel.
