Police Chief Ortley asks residents to call the Police Department immediately, not three days later, if and when they encounter anything they deem unusual 732 892-0832.
Mayor Dunbar called the meeting to order promptly at 8:00pm. There were no public comments from the one resident who attended this meeting. Councilman Gillingham had been excused; all other Councilmen were present.
The minutes of the June 21, 2004 meetings were approved.
Mayor Dunbar reported the bridge construction has continued to the east end and is on schedule to be finished in December, 2005.. . .The Mayor also would remind residents to control their flood lights so not to impinge on their neighbors' living spaces.
Chief Ortley said the police were very busy in June with 207 total incidents. They included two animal complaints, three lockouts from residences and a vehicle, suspicious persons and suspicious vehicles, one missing person, noise complaints, a stolen vehicle and a theft.
Councilman Popaca reported for the Fire Company. During June the Fire Company responded to twenty fire calls all of which were fire alarms; seven in Bay Head, three in Brick and the rest in Mantoloking. The new truck is going through its paces, fire personnel are training on and with it, and it is in service.
Construction Official Wardell issued eleven new building permits and seven updated ones during June. Lots of plumbing updates, roofing, new windows, additions, dune decks, a new house and a pool.
Superintendent Heckman installed new stairs at the 1041 Ocean Avenue beach and the Stephens Place beach accesses and moved the stairs on the east side of the Lyman Street beach access. He also replaced the deck, walkway and ramp boards of the Lyman Street beach access with Trex.
Chief Financial Officer Michelle Swisher's report as of May 31, 2004 was accepted.
A public hearing for Ordinance #484, governing door to door commercial solicitation in the Borough of Mantoloking was held. There were no comments and the ordinance was passed
Ordinace #485 was introduced. This will amend and tighten up street opening regulations to require utilities to not open up recently paved streets in the Borough, to have them regularly check with the Borough to ascertain when streets will be repaved and do their installations before the paving is done. If they must "dig" after a repaving, do it behind the curb, on the private property if necessary, not in the street.
Councilman Nebel presented the following resolutions:
Payment of bills totalling $1,740,471.36, with $1,200,000 for County taxes;
Extension of the due date on the 2004 third quarter tax payments to August 15th during which time interest charges will not be assessed. But taxes not paid by the 15th will be charged interest from the original date of August 1st.
Appointment of Michael DeLuca as a seasonal police officer and Kenneth LaChard as a part time police officer.
That Craig Goldman be added to the Local Emergency Planning Committee as Member, representing the Ocean County Amateur Radio Emergency Services.
That the application of Craig S. Symons to join the Mantoloking Fire Company be accepted and approved.
Councilman Laymon said the garbage and recycling activities have been going well, that if residents complain their stuff hasn't been picked up, it is most likely because it is not placed on the curb, or is too large. M & S is 'going by the book' and will not pick up some trash until the second pickup day. Also, newspapers must be tied. Tied in bags will not fly, nor will papers in paper or plastic bags.
Councilman Laymon also said the Drug and Alcohol Alliance and County Block Grant Committees noted with glee that graduation programs went ahead without a hitch.
Councilman Popaca noted the activities of the Public Works and Public Works Facilities Committees and moved the following resolutions summarized:
Funds requested for the resurfacing of Barnegat Lane, from Bergen Avenue to Herbert Street: The project would also include storm drainage improvements and would be a continuation of our current ongoing projects. The total estimated cost would be $220,000.
That the Borough solicit bids for projects to be completed in 2004,
a. Westerly terminus of downer Avenue replacement of Bulkhead (Ordinance #476);
b. Barnegat Lane, Bergen Avenue to Lyman Street, curb, sidewalk and storm drainage improvements (Ordinance #457), and
c. Barnegat Lane reconstruction, 2000 linear feet south of Lyman Street (Ordinance #474).
Councilman Husted reported for the Beach and Renourishment Committee. He has been very busy as there is much chaos in Washington regarding the renourishment project. Vermont Senator Jeffords has initiated a series of requirements for the WRDA (Water Resources Development Act) that, if included in the bill (S. 2554) will set back renourishment two to three years and will add another level of 'committee oversight' with added costs.
The bill must be considered by the full Senate but has not been scheduled for debate at this time.
The general provisions of the revisions include much of what the original WRDA included, and duplicate the wording, but it adds revisions such as "ensure that sand deposited on replenished beaches feature compatible grain size, shell content, and other geological characteristics of a natural beach."
"The beach renourishment program is the only Corps of Engineers program to be singled out for revision of its guidelines, casting a shadow of 'wrongdoing' over a very successful and widely-supported program."
Many of the specific policies the advisory committee is required to develop already exist either in Corps regulations and procedures or in state and local laws and ordinances. And there is no provision for paying the costs of this committee, which is one of several created in the bill. And Senator Jeffords' Vermont has no coast.

Beachfront property owners must call the Borough 732 899-6600 to request dune fencing. It will be available on a first come, first served basis and it will be delivered to you. The fencing is in limited supply. The Borough will be fair in its distribution, but you must call to reserve your portion.
Mayor Dunbar adjourned this July meeting 18 minutes after it began, a record.
The next meeting will be August 16th at 4:00pm, repeat 4:00pm
