The Police reported a few more incidents during July than in June, a total of 262. Of these 66 were traffic enforcement activities, twelve were traffic accident investigations, 67 were for public services and four were for animal complaints. “Breaking and entering” is an entry on the police blotter which encompasses alarm activity. The police were accosted by residents questioning their competency when this publication reported 15 “b and e’s” during June. They were mainly alarms sounding. Rest assured our police are always on the ball. And they have moved their vehicles further back to allow sidewalk access.
The Fire Company responded to 18 calls, had three training drills and one business meeting in July. Nine of the calls were real fires; a pool heater, a gas grill, two structure fires, a trash can, a brush fire, a boat, a transformer and an oven. There were five alarm soundings, one electrical hazard, a traffic control situation at Herbert and Route 35 because of a power outage, a gas main leak and a wires down situation. And the Fire Company was a real presence at the Fourth of July parade. Chief Downes said the old hose has been sold and new 5” supply hose has been installed on the trucks.
Ten new construction permits and five updated ones were issue during July. These included two demolitions of existing structures, two decks, two lawn sprinkler installations, two new single-family houses, two plumbing alterations and general structure alterations.
CFO Crelin reported there are still five tax and one sewer tax delinquencies for 2000, and for 2001, 24 tax accounts and 35 sewer bills have not been paid as of the end of July. . . .Beach badge sales were behind last year‚s. Through August 20th, the sales are behind by $515. . . Marine Patrol donations totaled $8600 from 70 individuals.
In new business, a resolution to authorize solicitation of bids for reconstruction of the western portion of Downer Avenue was passed.
A resolution to provide for the acceptance of CAFRA permits for the construction of a replacement bulkhead at the western end of Lyman Street was passed.
A resolution to reject all (2) bids for the replacement of the bulkhead at the western end of Lyman Street was passed. Both bids were deemed significantly in excess of the engineer’s estimate of the project’s ultimate cost.
VERY IMPORTANT: A resolution to provide for the endorsement of the US Army Corps of Engineers draft feasibility report for beach replenishment was passed. Public hearings will be held in the fall. It looks like construction may start in 2003, and the Borough wishes all residents and owners to be informed of all details and developments of this proposed replenishment project. The following is quoted from the Environmental Resources Branch, Dept. of the Army, Draft Feasibility Report addressing hurricane and storm damage reduction for coastal communities, sponsored by the NJDEP:
“. . .The Northern reach of the project extends approximately 14 miles from Pt Pleasant Beach at Manasquan Inlet south to Berkeley Township with oceanfront that is essentially fully developed. The southern reach extends approximately 10 miles from Berkeley Township south to Barnegat Inlet and encompasses Island Beach State park. No action is recommended for this reach, based on minimal storm damage reduction benefits and the State agencies’ desires to preserve this area as a natural setting.
. . . the recommended plan was determined to be berm and dune restoration utilizing sand obtained from two proposed offshore borrow areas. Specifically the plan includes a dune with crest elevation at +22 ft NAVD fronted by a 75-ft wide berm at elevation +8.5-ft NAVD; . . . The design template . . .includes a 25-ft dune crest width with 1V:5H dune side slopes. The design template extends seaward from the berm crest down to mean low water (MLW) at a slope of 1V:10H, and extends further down to a closure depth of -26 ft following the average existing beach profile shape. Initial sand quantity is approximately 10.7 million cy, which includes overfill factor and advanced nourishment. Periodic nourishment of approximately 960,832 cy is scheduled every 4 years.”
And more resolutions were passed: Consider submitting written acceptance of the newly enacted CAFRA regulations as requested; consider the refund of overpaid taxes; consider the approval of the acceptance of credit card payments in all departments of the Borough; authorize the sale of a surplus police vehicle; consider the renewal of the Ocean County Energy Cooperative pricing System Agreement for the purchase of electric generation service; request the Mantoloking Planning Board to provide the Borough of Mantoloking Master Plan Re-Examination Report; and to approve the Sub-recipient Agreement for the Community Block Grant project for construction of handicap curbs.
Ordinance #434 was passed by title only. This authorizes expenditures for the construction of handicap curbs in various locations throughout the Borough. There are only 19 curbs left in all of Mantoloking to cut for handicap access.
The Public Safety committee reported all seem happy to support the police boat.
Beach staffing said though fewer beach badges have been sold this summer, there has been more room on the beach.
Residents are asked to comment about their cable reception and programming at the October 15th Council meeting. Also, GPU would strongly request residents call to report power outages. The amount of calls determines which areas are repaired, the more calls the sooner repairs are made. The phone number is on your electric bill, but it is here too. 800 545-7738.
The Finance Committee announced the reassessment notices are being mailed. Mantoloking‚s assessed market value might be at 100% for a little while anyway. Values have increased about 40%, more or less, but the tax rate will be reduced proportionately. Just because your value has increased does not mean you will be paying mega more taxes. The Finance Committee is working now on next year’s budget to keep taxes in line.
Council went into closed session to discuss contractual matters, pending litigation and receive advice of counsel.
The next regular meeting will be Monday, September 17th at 8:00 pm.
