Mr. Kolmer questioned Council on the status of litigation in the Borough, the number of suits, amount spent and expected results. Mayor Dunbar replied there is one suit and since it is in litigation, he cannot comment. . . . Mr. Fitzgerald stated the Borough was paying the legal bills of a private citizen in a law suit. The Mayor replied it was not. . .Mrs. Weissenborn represented more than 100 citizens to replace the fire siren. It is too loud and a health hazard. Councilmen Nebel and Gillingham concurred. . . . Mr. W. J. Murray and Mr. Redlinger are very concerned about the highway, about pedestrian safety, particularly small children crossing. The Borough must act now on this very serious issue. The Department of Transportation will spend $17 million on this highway project which includes Bay Head to Point Pleasant. The DOT will have a public meeting on this highway project September 17th from 3 pm to 7 pm at Borough Hall.. . . .Mr. Bray pointed out a problem. When the new curb-to-curb highway is operational, how will mail be delivered to those affected homes, and garbage collected from them. Will the DOT replace the traffic lights with a computer-directed system? . . . .Mr. Sameth asked about the Land Use Ordinance hearing. It will be September 9th at 8pm.
Mayor Dunbar opened this meeting at 8:17 pm. All members were present.
The Police reported 275 incidents during the month of July which included twelve vessel stops.
During July, the Fire Company responded to twenty fire calls, held four training drills and one regularly scheduled business meeting.
Eight new building permits and two updates were issued in July, for one demolition, alterations and repairs, new roofs, siding, decks, furnaces and air conditioners.
A resolution acknowledging receipt of a report on the status of the 2003 municipal budget and providing for corrective actions was passed.
Bill payment of $1,494,762.64 was passed. Ocean County third quarter taxes were the major portion of this payment, $1,352,388.24.
A resolution providing for introduction of an amendment to the proposed ordinance titled "Ordinance #465 The Land Use Ordinance of the Borough of Mantoloking repealing Ordinance #371 and all amendments thereto" was passed. This Ordinance #465, the Land Use Ordinance of the Borough was passed by title only. A public hearing to consider the ordinance, as amended, for final adoption will be held at Borough Hall at 8 pm on September 9th, 2003. Copies will be available this week on the web site, mantoloking.org, and at Borough Hall.
Ordinance #466 , requiring smoke-alarm devices and carbon monoxide detectors in structures located within the Borough of Mantoloking and rescinding ordinances #307 and #317, was passed. (The CO detectors are mandated by the State).
In new business, the following resolutions were passed: a. Approve the application of Scott A. Potter to become a member of the Mantoloking Fire Company; b. Authorize the sale of surplus personal property, one 1995 Pumper Truck; c. Provide for the release of the surety bond of $1000 to ESB Contracting in conjunction with the demolition of 945 Lagoon Lane; d. Deleted e. Authorize the renewal of an interlocal services agreement with Ocean County authorizing Ocean County to provide 911 emergency telecommunications services; f. Amend the 2003 salary resolution for the inclusion of a public works laborer; g. Designate an interim administrator (Irene Ryan) of the Borough‚s retirement plan; and h. Approve withdrawal of cash investments from retirement plan as applied for by Sandra Maidling.
Councilman Gillingham said there is plan afoot to limit left turns from the bridge onto Barnegat Lane, and he will look into this.
Councilman Husted said the bulldozing was done in June; there is no activity re renourishment, will probably not occur until 2005. Senator Corzine has had mixed messages about this from residents of Bay Head.
Councilman Jones addressed the requirement to add fencing to the dunes, that ocean front owners do it. Dune grass will be available in November. He said the flood strategy committee had Śblue‚ fish painted on all drains in the Borough. This is part of the Flood Plan so residents receive percentage deductions on their Flood Insurance.
Councilman Layman noted an improvement in the garbage and recycling collections.
Meetings: Land Use, September 9th at 8 pm; Department of Transportation, September 17th, 3 pm to 7 pm, and the next regular Council Meeting, September 15th at 8 pm, all at Borough Hall.
Council went into closed session. This meeting was adjourned at 8:50 pm
Fire Siren Survey
About 100 residents have petitioned the Mayor and Council to replace the fire siren with something more Śear-sensitive‚ such as the horns used in Bay Head and Point Pleasant. The purpose of this survey is to determine if other citizens are concerned about the current fire siren and, if so,are they receptive to the possible one-time cost to effect a solution.
