Mayor Nebel opened this meeting promptly at 4:30 p.m. All Council members were present. The minutes of the August meeting were approved.
Councilman Witkowski moved four resolutions: the report of the Municipal Finance Officer as of July 31st, the payment of bills for September, to approve a refund of a tax overpayment, and authorize the execution of the updated Reimbursement Services Agreement between Mantoloking and the American Family Life Assurance Corporation. All resolutions were passed.
Councilman Gillingham introduced Police Chief Wright who reported 284 incidents in August. These included four animal complaints, 24 boat stops, five borough ordinance violations, 64 building checks, one burglary, two DWI, seven first aid calls, two noise calls, four suspicious persons, 46 ‘time card,’ and one water leak.
Fire Chief Popaca reported the Fire Company responded to 29 fire calls, held three training drills and one scheduled business meeting in August. Of these, 18 were fire or CO alarms. The others were gas leaks, brush fires, wires down, a hazmat condition, an electrical fire, a pole fire and a boat fire.
Bob McIntyre writes the Office of Emergency Management was aware of Hurricane Earle even though it was a non-event. The beaches were monitored before and after. “Within hours prior to Earle’s passage the OCDS OEM requested flood matrix reports for the borough to be then forwarded to FEMA.” Mantoloking residents may tune to OEM channel 1630 AM for area specific directions and advisories for storm information.
A resolution to authorize and advertise the sale of a used 2007 police car and a 1992 fire police vehicle was passed.
Public Works Committee Chair Nelson moved two resolutions, the appointment of Eric Sudia as an Electrical Subcode Inspector as of september 13th and to approve the release of a cash surety bond to Active Remediation Services in conjunction with soil remediation work on Bay Avenue.
Construction Official Wardell issued eight new and four updated permits during August for updates of electric, plumbing, alarms, a/c units, decks, railings, etc.
Land Use Officer Marinaccio received sixteen applications in August; eleven were approved.
Councilman Strohm had meetings with the DEP relating to the beach replenishment and beach access issues. He will follow up on these in the near future. A letter will be sent to ocean front owners about laws regarding any construction on their dunes.
Councilman Ness introduced Terri Alvator of the Centennial Celebration Committee who thanked all who have donated to the Gucci fireworks. She told Council that 49 percent of Mantoloking residents have contributed, and that they are still collecting donations. Gucci will require fifty percent of the cost when the contract is signed. Councilman Brown questioned the borough’s responsibility to pay if money is not adequate. It will not cost the borough as all moneys will come from the CCC to the Mantoloking Historical Society, then to the Borough.
Councilman Ness moved a resolution authorizing a contract between the Borough of Mantoloking and Gucci, Inc. (The contract includes that Gucci will defend, indemnify and hold the Borough harmless, and the Borough’s insurer will provide coverage for exposures attendant to the event.) The resolution was passed.
Mayor Nebel said in order to get building permits, contractors must provide 15 off-road parking spaces for their workers. No street parking.
Councilwoman Nelson said the Channel Lane project will be let in late fall, to be started in late winder or early spring of 2011. Lagoon Lane will be later.
Floyd Donahue of Carpenter Lane questioned if the off-road parking permits referred also to his street. Yes.
The meeting was adjourned at 4:42 p.m. The next meeting will take place on Monday, October 18, 2010 at 4:30 p.m.
