Regular Meeting January 18, 2000

Gary Black asked if Council had addressed his request to amend the Dog Ordinance; that no other towns allow dogs on their beaches, that other residents are anxious about dogs on the beach, and it is a matter of safety. Councilman Husted replied the Safety Committee is studying the issue. . . And Walter Bray stated that FEMA says overhead utility wires should be underground; it‚s a safety issue. Would Council look into this?

All Council members were present except Councilman Nebel who had been excused. Mayor Dunbar would like residents to attend the public hearing on Monday, January 24th at the Fort Monmouth Post Theater from 2-5 pm and 7 pm to closing to HELP STOP OCEAN DUMPING OF TOXIN-LACED MUCK.

Police Chief Garon reported the Mantoloking Police apprehended the suspect who caused the fatal accident on the Mantoloking Bridge last
winter. The Police activities during December were normal for off-season.

Fire Chief George Downes reported the Fire Company responded to six fire calls, had three training drills and one business meeting during
December. On very cold and windy January 17th, the Mantoloking Fire Company, with the help of adjacent fire companies, put out a structure fire on Curtis Point.

During December, thirteen new building permits and two permit updates were processed. Of these, twelve were alterations, one addition and two new buildings; fourteen private and one public.

David Loughran, Mantoloking's Emergency Management Coordinator, attended the quarterly mandatory meeting of the OCEMA on January 13th. Bill S-2279 would modernize the language of the existing law, passed in 1941, to eliminate references to black-outs, air raid wardens, etc. Also, OCEMA distributed a 3-page list of "A History of Disasters in Ocean County" from June 1742 through September, 1999.

CFO Crelin said the books are closed on 1999. And December bills totaled $91,629.36, all routine.

In old business, the Community Development Block Grant Program, seeking $3710 for two handicapped wheel chairs, was passed.

The following resolutions were passed: to authorize the advertisement for sale of the used police vehicle and the advertisement to receive
bids for emergency sand bulldozing; to consider authorization to provide payroll compensation for unused comp and vacation time for
Superintendent Heckman and Deputy Borough Clerk Klumb; consider revised employment agreement for Karlyn Scardone; amend appointment of Emergency Management Council for 2000 to appoint Richard W Wight; consider approval of 1999 budget appropriation transfer of funds; consider approval of the absence of Councilmen Nebel and Gillingham for the February 22nd Council meeting; and Change Order No. 2 for resurfacing of Princeton and Bay Avenues.

Resolutions to consider approval of contracts for Edwin J. O‚Malley, Jr, Attorney, for David P. Loughran, Prosecutor, for Citta (Group)
Attorneys, Public Defender, for Stetler & Guldin, Engineers, for Shore Health Group, Police Department Physician, for Associated Humane
Society, Animal Control, for ECS-Executive Computer Systems, Inc., computer hardware, and for Edmunds and Associates, computer software, were passed.

Resolutions to consider approval of agreements for Ocean County Schedule ŚC‚ program (wash streets and jet-vac sewers), for Meridian
Health System Testing Services, and for Dr. Stewart Farrell, Dune Consultant, were passed.

Councilman Husted discussed the Flood Insurance Rate Map and how it effects the Borough. If a structure is more than 50% damaged or
removed, the new building must meet all FEMA requirements, or no flood insurance will be issued. There are 485 policies in force in Mantoloking, amounting to over $121,500,000 total insurance with a total written premium of $532,000. The CRS class rating is 8 giving an
insurance reduction of 10%. If the town doesn't meet FEMA requirements, it can rescind the 10% discount and add 5%.

Dune Committee Chairman Jones said the dunes have picked up sand and are in great shape, and the beaches have behaved well so far this year.

Utility Services Chairman Douglas J. Popaca distributed the following:

"The Borough is currently in the process of renewing its cable television franchise with Comcast Cablevision. Anyone with suggestions
or complaints regarding our community‚s needs and interests, please contact me. You may leave a message at town hall (732) 899-6600, or you may write to me at: Borough of Mantoloking, P.O. Box 247, Mantoloking, NJ 08738-0247. Attn.: Utility Services."

"Mantoloking will also be looking into all of our utilities: electric, natural gas and water, with an eye toward better service and lower cost. Complaints or suggestions will be handled in the same manner as the cable ideas. Thank you for your interest and concern regarding these
important matters."

Council went into closed session to discuss contractual matters, pending litigation and receive advice of counsel.
