Organization Meeting, January 2, 2001

Councilman Steve Gillingham read his oath of office. His term will expire December 31, 2003. Mantoloking Fire Company line officers, Chief George Downes, Captain Bill Heckman and Assistant Chief Doug Popaca read the oaths of office for terms expiring in one year.

Mayor Dunbar officiated at this first meeting of 2001. Councilman Husted was absent. Councilman John Jones was named Council president.

Appointments of Officials, Committees and Boards for 2001 were made. Appointment of Official Depositories, Professional Services, Official Newspapers, 2001 Emergency Management Council, Tax Appeal Agents and the Procedure on Delinquent Tax Collections were designated. And the adoption of the 2001 Temporary Budget, the Cash Management Plan and the Schedule of 2001 Council Meetings was defined.

A public hearing for the funding availability from the Community Development Block Grant Program was held. Citizens and agencies/organizations were asked to comment on the housing and development needs of Mantoloking. This pertains to handicap accessible sidewalks and curbs and handicap access to the beach at Lyman Street.

Fire Chief Downes suggested homeowners clear adjacent fire hydrants of snow. The Fire Company normally clears them, but with a heavy snow, it could use an extra hand.

New Dog Licenses are required each January, and if not renewed before February 28th, a penalty of $1.00 per month will be assessed for each month a license is not purchased. Credit cards are accepted for payment.

Walter Bray commented on the rejection of the lower speed limit on Ocean Avenue. If public officials don't do something/anything; no reprimand: doing anything/something causes controversy. Council should approach the politicians to, at least, lower the speed limit during the summer. This stretch of Rte 35 is the busiest and has the highest speed limit.

Regular Council Meeting January 16, 2001

All Council members were present at this first regular Council meeting of 2001. Councilman Husted read the oath of office for his term which will expire December 31, 2003. Mayor Dunbar pointed to the framed 1881 map of Mantoloking and thanked Anne Benedict for donating it to the Borough. It is hanging on the south wall of the Council chamber.

The Police Department reported 228 incidents during December. For the year 2000, total incidents were 2699, total value of stolen property was $13,765, and total value of recovered property was $300!

Among his other activities, Superintendent Heckman did a yeoman's job keeping Mantoloking;s roads plowed and clear during the big snow storm.

Fire Chief Downes reported the Fire Company responded to 17 calls, had two training drills and one business meeting. Five of the calls were structure fires, six were wires-related and one was an ice rescue.

Eight building construction permits and four updates were issued during December, mostly plumbing, roofing and siding, alterations and additions.

Dave Loughran, Mantoloking's Emergency Management Coordinator, attended the quarterly mandatory meeting of the OCEMA.

In old business, the second public hearing on the Community Development Block Grant Program was held and Council approved the application.

In new business, Ordinance #425, to be known as the "Mantoloking Borough Salary Ordinance," was introduced for the first reading.

The following Resolutions were passed: The designation of 2001 Salaries for Borough Employees; and an agreement for shared services with Point Pleasant Beach for the purchase of gasoline and diesel fuel. And Resolutions to consider: compensation for employee unused vacation and comp time; authorization of annual budget examination; application for refund of unused escrow fees; Change Order #1, roof and siding replacement; payment #2, final, roof and siding replacement; payment #2 final, cross streets paving; contract for Municipal Engineering Services; for Zoning and Land Use Official; for Municipal Prosecutor; for Municipal Attorney; for Dune Consultant; for Auditors Services; for elevator maintenance services; for Ocean County Road Department Services; for computer software maintenance; for computer WEB page consulting services; for CDL License testing services; for computer hardware maintenance; for Animal Control Services; to Change Order #1, North Lagoon Lane Bulkhead project to replace deteriorating sewer pipe; authorizing the sale of the surplus police vehicle; awarding of Solid Waste and Recyclable Contract to Waste Management; awarding of contract for Lobbying and Informational Services on Coastal Issues, and to approve the appointment of Councilman Husted to the Dune Walk Committee and to correct his title to Dune Program Director for the Dune and Beach Renourishment Committee in accordance with Dune Ordinance # 407.

CFO Crelin reported that the TAX SALE was not held since all delinquents paid up in time. "The final payment on the last property in the sale was received by overnight messenger at 0930 hours on the date of the sale. The TAX SALE included individual properties who have been in the tax sale same my employment began here in 1993. Every year two or three individuals do not pay their prior year taxes until the tax sale is held. The two individuals in this sale paid only their 1999 taxes and 2000 interest and left their 2000 taxes unpaid. I anticipate these individuals will not pay their 2000 taxes until the tax sale is held later this year. State law now allows us to include current year items in our tax sale if held after December 10th of each year. Sales of current items would help reduce our 'Reserve for Uncollected Taxes.' Perhaps now that we are accepting Visa and MasterCard for payment of taxes the Borough Council should consider taking advantage of this new law."

In November, 2000, the Borough published a Notice and Invitation to Bidders seeking bids to enter into a contract for the collection and removal of solid waste and recyclables. Two bids were received: One from Waste Management of New Jersey, Inc. and one from Marpal. Waste Management's bid submitted under Option III, alternative (A), in the amount of $290,620 for a two year base term, with three one-year extension terms, offers the lower responsible bid for the services described in the bid specifications. The Contract was awarded to Waste Management for the base term contract period beginning March 1, 2001 and continuing through March 1, 2003.

Mayor Dunbar requested his new committee chairmen to meet with their members and familiarize them with the duties and responsibilities of each committee.

The meeting was adjourned at 8:35 pm.
