Barbara DeAmicis, Mantoloking School Board, again asked Council to request the State DOT to return the light at Bergen and Ocean Avenues to active status. This is a school-bus stop. Councilman Dunbar has been working on this and hopes to get an answer soon. There have been requests by residents to return the light at Downer and Ocean Avenues to active status. . . .Ted Robinson spoke of the difficulty children have crossing Ocean at Princeton during the summer . . . .Nancy Parker would like to see a 4-way stop at Barnegat and Lyman. . . .Walter Bray asked if the Borough has an Ordinance to keep sidewalks open, that there are many walks covered with sand and obstructed by foliage, and some of
these are Borough property!

Mayor Roman called the meeting to order at 8:20. All members were present.

The September Police report was pretty much routine, except it noted that "violations for revoked drivers, drivers without insurance and unregistered cars have greatly increased."

Last month the Fire Company responded to eight calls in Bay Head, two in Brick and two in Mantoloking. Of these, seven were alarms, one wires down, one gas leak and three fires--on a pole, in a tree and a structure
fire in Bay Head. Three training drills and a business meeting were held in September.

The Construction Department reported seventeen private building permits were issued. Of these, three are for new buildings, thirteen for alterations and one, an addition.

In March, 1997, Borough Superintendent Heckman made a survey of all sidewalks, curbs and aprons in Mantoloking, and detailed their condition. A Resolution was passed, this Monday, October 19, 1998, that the superintendent provide an update to this survey, that each property owner is to be notified of the conditions on his/her property that must
be corrected, and that all compliance activities shall be completed by May 30, 1999. Approximately 110 properties are in violation of Borough Ordinance # 121.

Chief Financial Officer Crelin reported the 1999 Budget process has begun. Finance Chairman John Kerr was pleased to announce the request for donations to the Marine Patrol garnered $6,160 from 64 donors. One resident was truly annoyed with the patrol, that it was an invasion of privacy to have this police boat roam the waters of his/her lagoon.

The payment of bills totaling $80,535 was passed by Council.

In old business, a Resolution was passed providing for the award of a contract for electrical renovations in Borough Hall to Network Electric Service in the sum of $31,977.

In new business, a request by the Planning Board to amend the Land Use Ordinance to include the Borough Engineer‚s permit approval time, allowance of security signs on private property and miscellaneous fees, was accepted by Council to allow the Planning Board to pursue.

A Resolution to provide for the maintenance of dedicated walkways to Barnegat Bay was passed. Property owners who may have caused walkways to be obstructed are requested to open and clear them so as not to
be impassable. Those walkways not obstructed by owners shall be cleared by the Borough. Compliance with this resolution shall be May 30, 1999.

The reinstatement of Richard Laird as an active member of the Mantoloking Fire Company was approved and passed by Council.

Council passed a Resolution to consider the New Jersey Senate Bill S-1309 which provides for State
reimbursement of municipal losses caused by the placement of a group home within the municipality. These group homes are usually tax-exempt.

By Resolution, the Tax Collector has been charged by Council to enforce liens on properties delinquent for taxes for utility and property assessments. The tax sale will take place November 20, 1998

Council approved the Resolution to cancel the payment of taxes on Block 24, Lot 5.01. This property was gifted to the Borough and is to be maintained in its natural state.

Councilman Jones reported the dunes, berms and beach are in good shape but are in need of grass on the new dune areas. The grass that was planted for the most part, died, except for those areas that were watered regularly. But some grass died because the sand PH was bad, and those gurus in the know hope to come up with an intelligent solution to our grass problems.

Councilman Husted is ever vigilant and always on top of the beach replenishment issue. It is a constant fight to get the funds from the Federal Government. The House has approved the request for funds; the Senate has not. Without approval for funds, does this mean that the feasibility study dies? Each delay further extends the time for replenishment to actually get started, if in fact it ever will.

FEMA is in the process of changing the terms of our Flood Insurance Rate Map. South of Lyman Street, all properties east of Route 35 will be in the new flood zone whereas those properties west of Rt. 35 are advantaged. Council is planning to appeal and have the flood line moved further east, in line with the line north of Lyman. Homeowners have the option of appealing on an individual basis.

Council will rebid the bulkhead projects, and have the rebuilding done in 1999.

Flash: A new shipment of dune grass is expected early in November. If you have not received your grass, call Borough Hall and request your name be placed on the grass list.

The next regular Council Meeting will take place at 8:00 pm, Monday, Novermber 16, 1998.

Council went into closed session to discuss with and be advised by counsel on matters of litigation and contract negotiations.

This meeting was adjourned at 8:50 pm.
