Laura Osterhoudt, president of ãSave the Childrenä spoke to Council about mandating that child molesters be imprisoned for life. The bill is in the State Assembly and Senate. . . . .Walter Bray again spoke of the necessity of having a pedestrian-activated traffic system at Herbert Street and Ocean Avenue. . . . . And Norwood Oliver asked Council to please see that his garbage gets picked up.
Mayor Dunbar opened the meeting at 8:10 pm with all Council members, except Mr. Laymon, present.
For the month of October, the Police Department was involved in 234 incidents which include 17 burglary alarms, 52 building checks, 100 radar/mdt stops, five disabled vehicles, two DWI, two lockouts and one harassment.
The Fire Company responded to nine fire calls, had three training drills and one business meeting. Three of the calls were fires in Brick, a grass fire, a smoke condition and an alarm sounding in Mantoloking, and a possible structure fire, a gas leak and an alarm sounding in Bay Head.
There were eleven new Construction permits and four Construction updates issued during October. These included three demolitions, five alterations, four roofing and one above-ground pool.
CFO Crelin mailed added-assessment bills in mid-October which included a 1999 added assessment. Because of this he has to postpone the tax sale date to December 28th at 10 am in the Borough Hall Meeting Room. ãThere are still five tax accounts and two sewer accounts delinquent from 1999. These items will be sold in the tax sale if they are not paid. There are still 31 accounts delinquent for the 2000 taxes and 24 sewer accounts for the same period. I will be mailing notices the first of next week. The notices are important for the collection of our current taxes. These items of unpaid taxes will adversely affect our 2001 municipal budget and could cause an increase in the amount to be raised by taxation by increasing the statutory appropriation of ÎReserve for Delinquent Taxes.ä
CFO Crelin also reported that now the Borough has a fuel arrangement with Pt Pleasant Beach, the gas bills have decreased $.18 a gallon. In old business, Council approved the agreement with the New Jersey Division, Federal Highway Administration and the New Jersey State Historic Preservation Office to replace the Mantoloking Bridge. The ãagreement must specifically include an undertaking that the design will be double leaf trunnion bascule span. The design shall also incorporate features which will minimize the impact of illumination upon the surrounding area.ä
In new business, Council authorized the transfer of a 2000 budget appropriations as allowed by New Jersey Statute 40A:4-58 transferring same in the last two months of the calendar year. These will cover engineering expenses.
b. Council resolved to approve an application for a time-extension request for the resurfacing of Lagoon Lane. This extension to June 14, 2001 is necessary because the bulkhead at the northern end of Lagoon Lane needs to be replaced, and the heavy equipment to do this work would mar a resurfaced street.
c. Council resolved to approve payment number one for the Municipal Building Roof and Siding Replacement.
d1. Council provided approval for a five-year maintenance bond for the cross-street resurfacing project.
d2. Council resolved to consider the approval of change orders 1, 2 and 3 for the resurfacing of the cross streets, Mathis, Carrigan, Chafey, Williams, Newman and Stephens Place(s).
e. Council resolved to support the ãNew Jersey Statewide Long-Range Transportation Plan, Transportation Changes 2025.ä The former plan which was published in 1998 was woefully deficient in funds for Ocean County. This new plan will support increased funding for the Ocean County area to meet infrastructure needs of the 21st century, and asks for modernization of Route 9 from Lakewood Township to Tuckerton, restoration of passenger rail service from Lakehurst to Lakewood to Monmouth County, modernization of Route 72, construction of 3rd/4th lanes along the Garden State Parkway , modernization of Routes 70 and 88, and upgrading of Route 35.
f. Council approved the name-change for the North Jersy Intergovernmental Insurance Fund to New Jersey Intergovernmental Insurance Fund.
g. Council resolved to oppose the New Jersey Transitâs plans to build extensive new rail yard facilities in the Bay Head wetland area which surrounds the train yard. There will be a public meeting in Bay Head on December 6th at 4 pm.
h. Council resolved additional financial support for the Point Pleasant First Aid and Emergency Squad of $1000 per year. Mayor Dunbar will ask a representtive of the First Aid Squad to address Council at an upcoming Council meeting.
i. Council approved payment number 3 for the Municipal Building Interior Electrical Modifications.
Councilman Jones said the dunes and beach are ok now, that the Dune Report will be out next week. . . He also said the Flood Insurance Rate Map is posted for reference, but individuals must write directly to the Flood Insurance program to get an official map. The Borough will have a smaller facsimile to mail to residents. . . .The Finance Committee is busily working on the 2001 budget.
Councilman Husted reported the beach renourishment monies bill is ready to be signed by the president, that Congress and the Senate agree. This is the largest allocation of funds in the country, and includes the restoration of Floridaâs great swamp. The Corps of Engineers has included recreation purposes to the menu of reasons to preserve beaches.
Councilman Gillingham said that Mantoloking produced 210 tons of recycled materials in 1999.
Council did not go into closed session.
The next Council Meeting will be held on Monday, December 18th at 8:00 pm.
