The Borough of Mantoloking has sent each resident a revised schedule for garbage and recyclable pick-up beginning in January. Section # 2 is the west side of Ocean Avenue to Herbert Street, Barnegat Lane, Lyman Street west of Ocean Avenue, Bergen Avenue, Channel Lane and Lagoon Lane, with pickup on Tuesdays and Fridays. Section # 1 is the rest of Mantoloking with pick-up on Mondays and Thursdays. Wednesday is the townwide recycle day.

Mayor Dunbar presented Certificates of Appreciation to the following residents:

Connie Pilling for the many volunteer contributions she has made to the Borough; James J. Brown and Mary McGeown for organizing the Mantoloking Yacht Club and Borough 4th of July Parade; and Joseph DeAmicis for his outstanding performance as Chairman of the Planning Board and Board of Adjustment for the Borough of Mantoloking; and to James Anderson, the Municipal Tax Assessor, for his “wonderful contribution and help to keep our tax rate ok.”

Awards were presented to David P. Loughran, Esq. for his more than 30 years of service to the Borough, as Prosecutor, as secretary to the Planning Board and Board of Adjustment, and as Coordinator of Emergency Management.

And to Bruce C. Garon, Chief of Police from 1985 to his retirement on January 31, 2003, the award is presented with gratitude for his 30 years of service to the Borough. He developed a competent, professional police department and he is commended for this and his other accomplishments during his career.

Comments: Bill Richardson questioned Council about the long stretch on Barnegat Lane that is without street lights. He asked Councilman Husted if beachowners could plow sand onto their beach if they think it is appropriate. It is safer to leave it as it is than bulldoze the berm. He also asked if the Borough has a lobbying firm. Yes, Marlowe & Company. . . General Lasher would be happy to have street lights at his property.

The meeting was called to order at 8:20. All members were present.

The Police reported 196 incidents during November. Certificates of Achievement from the NJ State Association of Chiefs of Police were presented to Acting Chief Richard Ortley and Patrolman Mark Wright in recognition of successful completion of the Contemporary Supervision Techniques Program.

The Fire Company responded to eight alarms, six fires and a gas leak, a gas main break and water leaking in a smoke detector. Five or the calls were in Bay Head, five in Mantoloking and seven in Brick. Captain Larry Gilman reported the Company has responded to 164 calls, has four new members, and thanks Mantoloking and its residents for their support.

Construction Official Wardell issued four new and four updated permits during November, for two inground pools, a fireplace, a room addition, siding and plumbing alterations.

In old business, Ordinance #451, an amendment to the Borough Garage Construction Financing Ordinance #435 which was adopted last November, passed.

In new business, Ordinance #452, to provide for flood damage prevention in the Borough of Mantoloking providing penalties for the violation thereof and repeal of Ordinances #174, 221, 254, 326, 415, 424 and all amendments thereto, was passed by introduction only.

The following resolutions were passed:

Provide for the release of a surety ($1,000) for 1116 Barnegat Lane, but not until an abandoned car is removed from the property; consider approval of a 15-month maintenance agreement for the Borough Hall telephone system by GTS; consider approval of two recruits, Stephen Cafoano and Lisa Ann Tisseker, to attend the Ocean County Police Academy and their salaries; consider approval of Council Meeting roster for 2003; consider approval of a resolution to move toward amendments to the Federal Communications Act (FTA) to provide for an effective local review and approval process of all cable service rate increases. Council endorses and supports the efforts of Freeholder Vicari seeking amendments to the FTA which will enable local input by rate payers and municipalities prior to rate increases by Comcast.

A Resolution providing for the cancellation of small tax and sewer balances for 2001 and 2002 was passed, as were the following:

Provide for approval of payment #1 to C. J. Hesse, Inc. for roadway and storm drainage improvements to Downer Avenue; provide for approval of payment #1 with Diamond Construction for accessibility ramps for various roadway intersections within the Borough of Mantoloking; and, provide for a petition to the New Jersey Boat Regulation Commission seeking enactment of special local boat operation rules. This would allow the Borough, and other municipalities, to regulate the operation of vessels on any waters within its territorial limits.

Councilman Jones said the dune has been scarped by several storms. The beach will be watched and looked at in the spring.

Councilman Popaca reported that flooding on Barnegat Lane has increased because of heavy rains, high tides in the bay and construction along the street. The Borough is keeping an eye on this problem.

Councilman Laymon is watching Waste Management carefully. A new garbage contract will be soon out for bid.

And Councilman Nebel said the Finance Committee is working on next year‚s budget which should be ready in January.

Council went into closed session to discuss contractual matters, pending litigation and to receive advice of counsel.
