Special Meeting December 7, 1998
Mayor Roman thanked everyone for the very special retirement party given in his honor,
with special thanks to Irene Ryan, Julie and Bill Dunbar and the Council.
This meeting was held to consider obtaining a $6,000 grant from the State of New
Jersey for a review project to evaluate growth potential in the coastal zone and
assess the goals of the municipal land use policies as advocated in the state development
and redevelopment plans. All votes were in favor.
In new business, the Mayor and Council voted to accept the resignation of William
Cobb as Construction Official, effective Friday, April 30, 1999.
Regular Meeting December 21, 1998
Mayor Roman presented Certificates of Appreciation to the following:
Betsy Colie and John Kerr who are retiring after six years of dedicated service on
the Borough Council; William Heckman in recognition of ten years as Public Works
Superintendent; Nancy A. Klumb, Deputy Borough Clerk, and Joanne K. Pandolpho, Deputy
Court Administrator in recognition of their outstanding job performances; Jack
Bittel, Assistant Fire Chief, Dr. Michael Doyle and Carol Commette in recognition
of their outstanding volunteer performances and services to the Borough; Edwin C.
O'Malley, a resident volunteer who developed the Mantoloking web site; and Kieran
Doyle, a resident who rescued a swimmer-in-trouble in the surf.
The Police Department was relatively quiet during November; the new patrol car arrived
on November 30th. Patrolman Mark A. Wright submitted a Boat Patrol Report for
the summer of 1998; 28 summonses and 37 written warnings were issued, 10 other
incidents, $224 worth of gas was used and 146 hours were spent on the water.
The Fire Company responded to eight fire calls and held two training drills and one
regularly scheduled meeting during November.
Ten new building permits and four permit updates were issued in November.
CFO Crelin has been advised by the State that the Borough‚s cap limit is 1.5%, and
the budget submitted is within that amount; to go much higher would adversely affect
the tax rate. The Assessor has reduced the overall assessed value to $2,908,346.
Only 25 dog licenses were issued in Mantoloking for 1998; it costs more to purchase
the licenses than the funds received for them from the dog owners!
The following resolutions were approved: Approve the sale of the used police car;
transfer of the 1998 budget appropriations; cancellation of small tax balances; reapprove
the application of Sandra McIntyre for fire company membership; consider the approval
of establishing requirements and immunity from civil liability for certain persons
who use defibrillators; consider the deregulation of the electric utility industry;
support the increase to the NJ Shore Protection Fund; and approve January 4,
1999 for the Council Organization Meeting.
Organizational Meeting January 4, 1999
George Nebel and Douglas Popaca read the oath of office
and were sworn in as Councilmen for terms expiring December 31, 1901.
William K. Dunbar IIIŚs resignation of his Council position was accepted, whereupon
he was sworn in as Mayor of the Borough of Mantoloking for a term to expire December
31, 2002.
Alan C. Laymon was appointed by the new Mayor to fill his unexpired term as Councilman
which will expire December 31, 1999.
In new business, the following nominations, appointments, designations and adoptions
were approved:
a. Councilman Husted was named Council president;
b. Officials, Committees and Boards for 1999,
c. Official Depositories,
d. Professional Services,
e. Official Newspapers,
f. Tax Appeal Agents,
g. and 1999 Emergency Management Council were appointed;
h. Procedures on Payment of Bills
i. Procedures on Delinquent Tax Collection were designated;
j. The 1999 Temporary Budget,
k. the Cash Management Plan,
l. the Schedule of 1999 Council Meetings were adopted.
Mayor Dunbar congratulated and welcomed the three new Councilmen. He said the
Council will have a busy year ahead, and named some of the projects to be undertaken.
1. Rewiring of Borough Hall,
2. Replacement of broken sidewalks and removal of overgrown shrubbery
from the sidewalks and streets,
3. Replacement of curbs and repaving cross streets between Ocean
and East Avenues,
4. Continue lobbying for beach renourishment between Manasquan and Barnegat
Inlets,
5. Opening the public access walkways to the bay;
6. Possible replacement of the Borough Hall roof, and
7. Negotiate a new police contract for 2000.
Mayor Dunbar noted he planned a "Public Access" time each week for residents
who wish to talk to him about the Borough, their wants and complaints, etc. The
time of this will be announced.
Dog Licenses are due to be renewed in January. . Please call the Borough if you have
trash collection problems. .
