Regular Meeting December 20,1999

Mayor Dunbar presented Certificates of Appreciation to the following: Christine Wilder for writing this publication and raising
funds for the Mantoloking Fire company; Douglas Popaca for extraordinary service as Fire Chief of the Mantoloking Fire Company; Sandra Maidling
for her outstanding job performance as Administration Assistant of Borough Hall; Nancy Klumb, Deputy Borough Clerk, for her outstanding job
performance and for helping to computerize the tax department; Erik Menck of the Mantoloking Police Department for rescuing a father and his
daughter from the ocean; and Special Officer Brian W. Quinn for rescuing two pet dogs from a house fire on Lagoon Lane, and on the morning of
August 31st apprehending the notorious "Wanda."

Gary Black commented he would like the Council to consider not allowing any dogs on the beach, particularly those from out-of-town, two of which
viciously attacked his small dog on his own property.

"Census forms will be sent to every address in Mantoloking and will not be forwarded to any other address, by law. If you are leaving
Mantoloking for the winter, have a friend or relative pick up your mail and forward this form to you. If Mantoloking is not your primary residence then there is no reason for you to complete the Mantoloking form. Your primary residence is defined as the address you live at most of the time in a twelve-month period. If you are not able to receive your Mantoloking form, please pick up a "Transient Form" at the library or post office where you are vacationing. Be sure to indicate your Mantoloking address."

All were present for this Council meeting. The Police reported that some "officers testified before the Ocean County Grand Jury and an indictment was handed up for our two immigrant burglars from the summer."

The Mantoloking Fire Company responded to nine fire calls in November, held three training drills and one regularly scheduled business meeting.

Four of the fire calls were alarms sounding, three were real fires, one was smoke in a building and one was a gas leak.

Fifteen new permits or permit updates were issued during November,
mostly for alterations and additions. One new building permit was
issued.

In new business, Council "resolved that the Borough shall not seek further revisions to the preliminary Flood Insurance Rate Map (FIRM) as
modified by the terms, conditions and elements of the revisions presented in the FEMA letter of November 19, 1999." It was discussed that FEMA has the power to back off a bit, that each home owner has the right to challenge a FEMA decision, that some rates could go down, and
that residents must pay the maximum flood insurance to get the full coverage.

The following resolutions were passed: to petition the NJ DOT to accept a design revision of the Bay Avenue project; to transfer budget
appropriations; to cancel small balances due for 1999 property taxes; to authorize participating in the Ocean County Energy Cooperative pricing system for the purchase of electrical generation service; to approve payment No. 1 for the Bay-Princeton Avenue resurfacing project; to
consider approval of a time-keeping system for all Borough personnel; and to approve final payment for bulkhead replacement.

A discussion about parking on Princeton Avenue resulted in a decision that the street is not so narrow as to be a problem for either the Fire or Police Departments.

The Point Pleasant First Aid Squad needs a new ambulance and the money to buy it. They are a terrific group and do respond to each and every
fire call in Mantoloking. The Public Safety committee will look into this request.

A resolution was sent to all Ocean County and New Jersey State officials to oppose the resumption of ocean dumping.

The Finance Committee reported it looks like an increase in property taxes is in our very near future.

Council went into closed session. The next meeting is the Organization Meeting on Januray 3, 2000 at 8:00 pm.

Councilmen John H. Jones and Alan Laymon read their oaths of office.

Mayor Dunbar officiated at this first meeting of 2000. All members were present.

In new business, the following nominations, appointments, designations and adoptions were approved:

a. Councilman Husted was named Council president;

b. Officials, Committees and Boards for 2000,

c. Official Depositories,

d. Professional Services,

e. Official Newspapers,

f. Tax Appeal Agents,

g. Of 2000 Emergency Management Council,

h. Procedures on Payment of Bills

i. Procedures on Delinquent Tax Collection were designated;

j. The 2000 Temporary Budget,

k. Cash Management Plan,

l. The Schedule of 2000 Council Meetings was adopted.

Douglas Popaca, Block Grant Committee Chairman, announced the availability of funds for wheelchairs for the handicapped to access the
beach. Mantoloking will probably get two chairs, and those who wish to use them must reserve in advance. Council passed this first reading.

Dog Licenses are due to be renewed in January. . .And, please call the Borough if you have trash collection problems. .

The next meeting will be Tuesday, January 18th at 8:00 pm.
