A Special Council Meeting was held on March 8th to pass the following resolutions:

a. To award a contract for Emergency Storm Response to Glenside Equipment of Farmingdale;

b. To consider adopting the Employee Manual as amended;

c. To consider designating the Fire Company building as a certified (by the State) training center; and

d. To support legislation to require owners of hospitals to offer
facilities for sale before seeking to close or convert them to another
use. This refers to the Pt. Pleasant Hospital controversy.

The New Jersey-American water company will be flushing the water mains and hydrants between March 21 and April 17. This is necessary to maintain "clear and sparkling water" but during the process the water may be discolored and pressure may be low. After your area has been
flushed, run cold water from a low tap (outside faucet) until it runs
clear.

Council Meeting March 22, 1999

All Council members were present. Mayor Dunbar led the Pledge of Allegiance. Minutes of the January and February meetings were distributed and approved.

The Police Department issued 95 vehicle summonses during February resulting in six arrests. They investigated one car accident, responded to three requests for first aid and to one fire call. Three police
officers were certified to operate defibulators.

Superintendent Heckman is answering many calls questioning the February mailing to some residents for curbing and sidewalk repair and shrubery overgrowth. He is also monitoring the deterioration of the Old Bridge Street bulkhead.

The Fire Company responded to five fire calls, held three training drills and one business meeting. There were two gas-smell calls, one in Mantoloking and one in Brick Township, two alarms sounding in Brick, and a what-could-have-been-serious brush fire on a dune in Mantoloking. And the opportunity to have a drill in a soon-to-be-demolished house on Barnegat Lane was a realistic
challenge for our firemen, said Chief Popaca.

The monthly activity details of the Construction Official reported that
one new building permit and three alteration permits were issued in
February.

Emergency Management Chairman Dave Loughren stated he attended the quarterly Ocean County meeting dealing mostly with the nuclear facility at Oyster Creek, which is out of the Mantoloking territory. But our Emergency Management team will participate in the drill to test all the systems.

CFO Crelin stated the State has granted us an increase in our Energy Receipts Tax of $1,244.64. The Borough portion of the 1999 tax rate will be .3481 per $100,000 of assessed valuation.

Ordinance #398, Mutual Aid Agreement for Emergency Police Services, was approved and passed.

Ordinance #399, an Amendment to the Land Use Ordinance, was discussed by Council. Some changes of degree and legalese were addressed, and Council's suggestions about allowing security signs, and if so, what size, storm drainage run off and garage sales (not allowed from June
15th to September 15th) are to be returned to the Planning Board for inclusion.

A Resolution to amend the 1999 budget was approved and the 1999 Budget was adopted.

The following resolutions were passed:

a. The appointment of V. John Wardell as Construction Official. Building
Subcode Official and Building Code Inspector, effective May 1st;

b. 1999 Salaries and Compensation of Borough Officials and Employees;

c. Consider approval of Lease Agreement for Fire Apparatus Purchase.
This will authorize the Borough to lease with an option to buy the Fire
Company‚s new ladder truck. Summit Bank has offered a ten year lease at
a fixed rate of 4.86%. The alternative is to sell a BAN each year for
ten years, but the rate might not be as attractive.

d. Award of Contract for 1999 Janitorial Service;

e. Approve the Professional Engineering Services Contract;

f. Support Legislation to provide a public entity with immunity from
any civil action for damages to property or personal injury resulting
from a Y2K problem; and

g. Proclaim the week of April 11-17 as National Library Week.

Committee Reports:

Beach staffing will be discussed at the Public Safety meeting to be held in mid April.

The heavy winds have not caused much damage to the dunes. The beach is in winter mode, and doing well, so far. A book about taking care of the dunes has been distributed to all oceanfront property owners. Copies of pages from another pamphlet of vegetation to grow on dunes‚ will be
available in the near future.

State Senator Ciesla has written a letter asking all residents to sign a petition supporting an extra $10 million for beach renourishment.

The Public Works Committee requests the electricity project in Borough Hall be delayed until after the summer season.

The Beautification Committee is planning to make the Bay walkways "paths of beauty."

Mayor Dunbar attended a Police Academy function in Lakewood, and was properly impressed. Each year 2200 cadets graduate, instructed by volunteer police personnel. Our own Sgt. Faucher is an instructor there. Mantoloking will have two of these cadets patrolling our beaches this
summer.

The next regular Council Meeting is Monday, April 19th at 8:00 pm.
