A Special Council Meeting was held June 1st to discuss and pass Ordinance #402, Regulation of Dogs, and pass Ordinance #403, Beach Access Regulations. Many residents attended, commenting about problems concerning dogs, debris, public disrobing, confusing signs on the highway, food and drink on residents private beaches, lack of the beach patrol when most needed, badges, etc.
Ordinance #402 was passed, but with a major change. The number of dogs allowed in a household will be three. Dogs must be leashed when on public property, including the beach. They may not be on the beach from June 15 to September 15th except from daybreak to 8 am and 6 pm to sunset. No dogs will be allowed to enter/exit the beach at Lyman Street.
The new beach ordinance will consolidate seven previous ones and make citing violations easier for local law officials. The dog ordinance is available at Borough Hall and the beach ordinance will be available when published.
Council also awarded the contract for bulkhead replacement at Old Bridge Street and Bergen Avenue.
In new business, Council extended the completion deadline to upgrade the electric system in Borough Hall; introduced Ordinance #404, an amendment to Salary Ordinance #385; approved 1999 seasonal employees and salaries; and discussed a request by the Point Pleasant First Aid to have a "Coin Toss" fund raiser in Mantoloking.

Mrs. Stroehle wondered what can be done about a fox family living on her property. The mother and two pups, though not brazen, do frighten her and are just plain not welcome. Mrs. Grella lives on the adjacent property and finds these foxes greeting her in her garage. Fish and Game can do nothing; foxes are a protected species. . . . . Walter Bray still wonders what is being done to alleviate the dangers for pedestrians at the Herbert and Rte. 35 intersection; what about the 40 mph speed while other towns are reduced to 35. Mayor Dunbar has spoken to Dick Lane, the Ocean County engineer-it took three years to keep the Bergen Avenue light on; maybe this problem will be addressed quicker.
Mayor Dunbar opened the meeting at 8:15. All Council members were present and heard that the Mayor had attended a meeting with New Jersey's new Commissioner of Health who said she has received so much pressure to re-examine the closing of Pt. Pleasant Hospital, she will take it upon herself to make sure it is reopened.
The Police reported, among other things, the Marine Patrol is in operation along Mantolokingās waterways, the Beach Patrol is on duty, and a portable defibrillator has been ordered and will be in service for the summer.
The Fire Company responded to nine fire calls during May. Four of these were fires: A car fire in Brick, a dryer fire in Bay Head, and two structure fires, one in Bay Head and one on Lagoon Lane in Mantoloking. The residents of the house were able to get out, but their two dogs had to be rescued and resuscitated. The other calls were three alarms sounding, one burning smell and one car accident.
CFO Crelin reports the 1999 Tax Rate is $0.930. The Boroughās rate is $0.393, which includes $0.046 for the Mantoloking School tax. The Ocean County Tax ($0.461), Library ($0.047), Health ($0.017) and Open Space ($0.011) total $0.536. The tax bills should be mailed by the end of June, so notify the Borough if your address has changed. If you donāt get your bill, notify the Borough. Your taxes are due August 10th!
Resolutions to appoint a Special Counselor (Harvey L. York, Esq.); appoint a Deputy Construction Official; reappoint the Tax Assessor for a four year term; authorize general provisions to bill those property owners for work done by the Borough because they did not comply with the sidewalk-curb-vegetation ordinance; authorize the Tax Collector to sell tax liens for unpaid bills at the October, 1999 tax sale; authorize the application for the New Jersey Department of Transportation 1999 Grant for the paving of Lagoon Lane and the western end of Downer Avenue; consider supporting the renovation of Historic Wanamaker Hall in Island Heights; and approve seasonal Personnel and Salaries.
A resolution and/or Ordinance #408 to consider authorizing the Point Pleasant First Aid and Emergency Squad to conduct a "Coin Toss" fund raiser in the Borough during the summer (probably at Lyman Street) was passed by title only. This ordinance approves the issuance of charitable solicitation permits from the NJ DOT to solicit contributions along State Highway 35 and authorize the police chief to issue permits for same.
Ordinance #405 to replace curbs and paving for Stephens, Newman, Williams, Chafey, Carrigan and Mathis Place was passed by title only. The work is to start in the fall. Ordinance #407, another revision of the Dune Ordinance, was deferred. Ordinance #406 providing for boating regulation in tidal waters adjacent to Mantoloking pursuant to Chapter 7 of Title 12 of the NJ Statutes and Regulations was passed by title only with one change prompted by Councilman Nebel-that Section 3: Limitations on the operation of personal watercraft; A person shall not operate a personal watercraft (c) read: Above idle speed within 100 feet of a bathing beach, a shoreline, a person in the water, and a dock. . .
Committee heads reported that the beaches are staffed, Bay walkways have been cleared and opened by the bordering property owners, most sidewalks and curbs have been cleared and repaired and the fire engine bids are due on July 6th.
Mayor Dunbar wants residents to know: The Borough parking rules are being strictly enforced. . . All dogs must be licensed either in Mantoloking or the dog's winter residence. . . Garbage cans are picked up at the back door: NO GARBAGE CANS AT THE CURB!! (Your taxes include back-door pick-up). . . Please DO NOT FEED THE GEESE! They are a health hazard and pollute the bay and the beaches. . . The Fourth of July Parade will be on Sunday, July 4th at 2:00 pm.
The meeting was adjourned at 8:40 pm.The next regular Council Meeting will be held at 8:00 pm on Monday, July 19th.
