Council Meeting, July 20, 1998
A resolution of the Mayor and Council in appreciation for and in memory of Thomas
C Barton Jr was passed unanimously. It read, in part, "Whereas Thomas C Barton
Jr died on July 10, 1998 and he was an active,
effective, civic-minded resident of the Borough of Mantoloking, having served as
a member of the Mantoloking Volunteer Fire Co No 1 since 1982, of the Borough Council,
1983-1986 and Council President in 1986, of the
Planning Board from 1987-1990 and 1995-1997, whereas he served in various capacities
for local Episcopal churches and was active in the Mantoloking Yacht Club, serving
as Commodore, whereas, his outstanding
volunteer spirit, engaging personality and high moral character were, in all respects,
exemplary and a valuable community asset, and he provided unstintingly of his time
with devotion to the well-being of this Borough
and its residents; it is the desire of Council to express its appreciation for his
service and its condolence to his family. The Borough is truly a better place because
of Thomas C Barton, Jr."
"The Tom Barton Family would like to thank all of the Mantoloking community
for their thoughtful help and kindness. We really appreciate all that you have done
for us during the past week." --Hatsie Barton
Comments from residents:
Linda Franklin would hope the Borough can do something to contain the infusion of
geese on the Bergen Avenue beaches. They are a health hazard. Runyon Colie said the
geese camp at the MYC all winter.
Councilman Husted stated by law one may not hunt Canada geese. . . Peter Flihan objects
to dogs running unleashed on the beach; the dog ordinance prohibits this. Why not
"bite the bullet"--no dogs at all on the beaches
from June 15th to September 15th.
It is summer and the police have been busier than normal with morepeople, traffic
and noisy parties. The beach patrol and the marinepatrol are very active. They have
zero tolerance for infractions of law and will issue summonses on the spot. They
are doing a very good job.
Superintendent Heckman has been kept busy doing all the chores to keep
Mantoloking in tiptop shape.
During June, the Mantoloking Fire Company responded to 13 fire calls, held two training
drills and one regular business meeting. Nine of the calls were alarms sounding,
two were fires, one was to assist police and
one was to support a helicopter landing.
The Construction Official reported 21 building permits were issued during June; three
were permit updates, all for residential properties.
CFO Crelin informed the Borough the full tax rate for 1998 is $0.910 with Mantoloking
responsible for .339 of the total. The rest is County-devised.
In old business, a resolution to consider a petition of a resident of a sump pump
discharge alternative was turned down. No sump pumps can be connected to the sewer.
In new business, the following resolutions were passed:
a. Approval of the revised police manual,
b. Approval of seasonal and regular employee salaries,
c. Approval of the 1998 municipal audit,
d. Appointment of James Anderson, Tax Assessor;
e. To oppose legislation mandating municipal budgets be included on
election day ballots for approval or denial by voters,
f. To consider the unconstitutional flow control system for solid
waste collection and disposal,
g. To award a contract for the new fire ladder truck; funding was
authorized by Ordinance # 393,
h. To appoint a special committee on flood insurance rate map review
consisting of Councilmen Husted and Jones, and Planning Board
Co-chairman Sameth.
The Public Safety Committee will revisit the new dog ordinance re comments about
unleashed dogs running amok.
The Dune Committee reported about 10 properties have not complied with fence installation
and those owners will be notified.
Councilman Husted was pleased so many residents have contacted their Congressmen
and Senators but he states we must continue to barrage them with requests to vote
for funding the feasibility study for beach renourishment. Congress has approved
$200,000 but the Senate had not voted before its summer adjournment. Please contact
Senators Lautenburg and Torricelli. It is most important.
The Garbage and Recycling Committee would like to remind residents NOT to place household
trash in the bins adjacent to the beaches. Those bins are for incidental trash found
on the street or beach, for good
citizens to use to keep the Borough neat and tidy. If used for household trash, they
get so heavy the refuse men cannot lift to empty them. And, if they continue to be
used improperly, they will be
removed. So there!
This is a reminder to residents who are planning to have a party, or whatever and
need a tent; who are planning a garage sale or need a dumpster--permits are required
for all those endeavors.
The next regular meeting will be Monday, August 17th at 8:00 pm.
Council went into closed session to receive advice from counsel and/or to discuss
matters of litigation and contract negotiation.
