No public comments; no complaints from Borough residents, so Mayor> Dunbar opened this Council Meeting promptly at 8:00 pm. Councilmen Husted and Gillingham had excused absences.
The Police Department attended to routine activities during June. The defibulator has been purchased and is in use. The Marine Patrol issued five summons and the Beach Patrol issued one summons, perhaps for munching a peach on the beach!

The Fire Company responded to nine calls in June: Five alarms-sounding calls, three from the same Mantoloking address and one each in Bay Head and Brick; a house fire in Lavallette, burning food in a Brick house, a fire in a wall plug in Brick and a Lagoon Lane house filled with natural gas. The Fire Company conducted five drills and a regularly scheduled business meeting during June. During summer weekends the Fire Truck will be kept at Bergen Avenue
and Barnegat Lane to facilitate a quick response to fire calls.

Earl Bach of Lagoon Lane had a devastating fire in his house this spring. He maintained his smoke alarms with meticulous care, new batteries were installed in March and they tested with a loud response. But his smoke alarms did not go off--they did not detect smoke! TEST YOUR ALARMS WITH SMOKE!!!

Superintendent Heckman spent a lot of time clearing brush from manholes, walkways, ramps and the Bergen Avenue beach. He tapped and drilled manholes all over Mantoloking and discovered a sizable infiltration leak at manhole 38B and reported it to the BTMUA. He delivered sand fence to 1019 and 1335 Ocean Avenue, installed blacktop at the corner of Lyman and Barnegat, surveyed Chafey Place, cut the dune and installed a ramp at the Downer Avenue beach access, reset a section of duckwalk and reinstalled the duckwalk of the beach accesses at 1105 and 1539 Ocean Avenue respectively.

The Construction Official issued one permit for a new house and seven permits for alterations at existing houses; dune decks, a gazebo, a shed, a new roof, and a bath renovation.

CFO Crelin reported the tax bills have been printed and were mailed July 7th. If by any chance you have not received your bill, whether you have received it or not, the tax is due August 1st. Call the Tax Collector for your bill. As required by law the post mark is not acceptable to avoid the interest payment. The payment must be received in the tax office by August 10th to avoid an additional charge.

Beach badge sales in June were 171 more than last year and total $17,550. July sales are way ahead of last year as well. And, as of this date, 39 individuals have contributed $3,850 to the Marine Patrol.
Ordinance No. 405, the replacement of curbs and paving of cross streets-Williams, Mathis, Carrigan, Chafey, Newman and Stephens- was passed. Grant funds of $80,000 from the NJDOT are available for this project. Work will begin in the fall.

Ordinance No. 406, providing for boating regulation in tidal waters adjacent to the Borough of Mantoloking pursuant to Chapter 7 of Title 12 of the New Jersey Statutes, was passed. This allows the Borough to enforce State statutes and regulations governing boating.

Ordinance No. 408, to approve the issuance of charitable solicitation permits from the NJDOT in the right-of-way of Highway 35--a coin toss for the Pt. Pleasant First Aid Squad--was passed.
Ordinances No. 407, Introduction of the revised dune ordinance, and No. 409, Amendment to the salary ordinance, were introduced by title only.

The following resolutions were passed:
a. Consider the approval of the appointment of Karlyn J. Scardone as Deputy Municipal Court Administrator for a full time position with an annual salary of $25,000;

b. Consider the approval of the municipal audit;

c. Consider the award of the sale of fire truck #3501, a 1987 3D pumper, to the highest and only bidder, Northeast Fire Apparatus, Inc., Landisville, PA, for $62,503.95. This is a really good deal. The truck is sold "bare", meaning most of the equipment on that truck remains with the Fire Company to be installed on the new truck.

d. Authorize the Borough Attorney to acquire easement agreements for
storm drainage plans;

e. Consider the approval of Fire Company member, Keith Leonard;

f. Consider approval of closing Williams Place on July 24th from
7-10 pm for a neighborhood party;

g. Consider support of Assembly Bill #2824. This bill will facilitate the availability of additional insurance coverage for municipal volunteer fire personnel at a very nominal cost, less than $100 per year.

Councilman Jones reported the beaches are in their summer mode, very wide from dune to water. He warned residents to pay attention to their dune plantings. The drought may take a heavy toll, particularly the new grasses planted in the last two years. Watering should be a priority during this dry period.

There are lots and lots of dogs being walked this summer, and most of the owners respect their obligation to pick up the leftovers. But some people don't know it is a law, or just don't care. It's a health problem too, for other dogs and people; who wants to step in that stuff?

The Reporter is pleased with the response to its request for funds. We
hope to get more so we won't have to ask for more for at least three
years.

The next regular Council Meeting will be held at 8:00 pm August 16th.
