Walter Bray questioned Council if anything has been done regarding the dangerous Route 35-Herbert Street intersection, the speed limit and repaving of Route 35. Mayor Dunbar replied the paving has not yet been funded; he will contact Dick Lane and report back at the September meeting on the status of the intersection and speed limit, the only section of Route 35 that is 40 mph.

Mayor Dunbar opened the meeting at 8; Councilman Nebel had an excused absence.
Karen Kennedy, a Continental Airlines representative, spoke to Council about the proposed redesign of National Air Space by the FAA. Northern New Jersey residents have long suffered aircraft noise and are leading a drive to reroute Newark departures to the ocean coast. There is a proposal before the State Senate and Assembly to do a six-month test of the ocean rerouting pattern. This would require all planes leaving Newark to use one runway. It would necessitate redesigning the entire metropolitan-area airspace. Council was asked to oppose the test phase of the redesign.

The Police were busy. Among other routine activities, 95 parking summonses were issued, one dog, 25 beach and eight boat violations were also issued and five arrests were made.

Chief Garon emphatically urged residents to call the police if and when they notice suspicious activity. Robberies are occurring at an unprecedented pace, and not just by kids. A 64-year old woman is being tracked for robbing a northern Mantoloking house. LOCK YOUR HOUSE EVEN TO WALK THE DOG! Mantoloking police are well paid; let them do their job. Call them even if you think your suspicions are a little unfounded. It may help them solve their puzzle.

The Fire Company responded to 15 fire calls in July, seven in Mantoloking, four in Bay Head and four in Brick. Of these, five were alarms, five were fires of one sort or another, two were transformer-related, two were gas leaks and one for unattended cooking. The new fire truck has arrived and is being equipped and will be in operation within the week. Go see it!

Fifteen building permits were issued; eight new ones and seven updates, all private residences.
CFO Crelin reports beach badge sales have not surpassed those of last year as of July 31st.; they are $1,446 less than '98, and although it puts us over the budgeted amount, it will not meet all expenses for the administration of beach access. . . The Marine Patrol has received $5,700 as of July 31. . . .Delinquent sewer notices will be sent along with tax notices.

Bills of $1,068,550.19 were presented. Of these, $328,000 were for the fire truck, previously authorized, $611,000 for County taxes, also previously authorized, $49,000 for lst quarter school taxes and $29,000 for Ocean County 3rd quarter taxes. The rest were routine.

Ordinance #407, the revised dune ordinance, was passed. Copies of this ordinance may be obtained without cost at the Borough Hall during regular office hours, Monday through Friday, 9 am to 1 pm.
Ordinance #409, fixing salary and compensation of certain officers, positions and employees in the Borough of Mantoloking, was passed.

In new business, eight resolutions were passed:

a. Adopting the corrective action plan in response to the audit, as of December 31, 1998 findings;

b. Providing the contract award to Earle Asphalt company to pave Princeton Avenue and Bay Avenue from Arnold Avenue south;

c. Providing for rejection of bids received for curbing and paving of cross streets, and authorizing design modification and rebidding of the project;

d. Authorizing the renewal of an interlocal services agreement with the County of Ocean authorizing the County to provide 911 emergency telecommunications services. Ocean County pays for this;

e. Providing for participating in a feasibility study concerning the deregulation of electric and natural gas rates which creates a unique opportunity for public entities to achieve energy cost reduction;

f. Opposing the test to re-routing of flights to and from Newark International Airport over the New Jersey Shore;

g. Approving the application of Stacey Diessner to become a member of the Mantoloking Fire Company; and

h. Approving the display of the new fire truck at the New Jersey State Firemen's Association Convention in Wildwood September 16th through September 19th. Mantoloking will have emergency coverage and the Borough will receive compensation from the manufacturer in the nature of extra service.

Mayor Dunbar warned residents that summonses will be issued to those who continue to automatically water their lawns and property. The State is under a very strict NO-WATER decree.

Councilman Jones is pleased with the dunes but sees some scarfing of the beach. Some dune grass looks pretty brown but will recover when and if we get some rain. New grass may not make it, but watering dune grass is not allowed either.

Councilman Husted continues to urge residents to write to their congressional representatives re funding for beach renewal. Mantoloking will be hosting a meeting in early October for all the Mayors of all the communities from Manasquan Inlet to Barnegat Inlet to discuss this project.

There were no other committee reports. Council went into closed session to discuss other matters.

The meeting was adjourned at 8:44 pm. The next Council meeting will be held Monday, September 20th at 8:00 pm.
