Beachfront property owners: Call Borough Hall, 899-6600, to reserve dune grass to be distributed Saturday, November 4th, 8 am to noon. Sand fencing is also available. . . Telephone books are being collected at the Public Works Garage in the tractor bucket. . . The Household Hazardous Waste Disposal Program will accept paints, solvents, pool chemicals, oil, etc. at the Pt. Pleasant Beach parking lot, Arnold and Ocean Avenues, Wednesday, October 11th from noon to 6 pm. Call 367-0802 to pre-register.

Karen Kennedy, a Continental Airlines representative of a Newark Airport partnership, spoke again about the plan to divert all air traffic down our coastline from the congested metropolitan area , and to perform a 6-month study of this plan. . .Mary Lou Leidecker would have Council consider closing Barnegat Lane below Lyman at 3 pm on Friday afternoons. The traffic is unbearable for residents; they are prisoners on their own property. Chief Garon said it is a public road and the town cannot do much about it. . .Ron Byer, as well, is concerned about the ability of fire and first aid vehicles to get through; the road is not wide enough to allow cars to pull over. . .Nancy Parker would request a test for air quality since both Barnegat Lane and Ocean Avenue become congested with stopped cars spewing exhaust fumes. „At least you can cross to the beach!. . .

Ad Hoc Oceanfront Owners‚ Committee representatives Bruce Raiffe and Fred Ermel addressed their concern of lack of information about matters before the Planning Board and Borough Council and how it effects the oceanfront property owners. Mayor Dunbar answered by reading a prepared statement appreciating their interest and agreeing with their requests to post each Council meeting agenda, all adopted Resolutions and introduced Ordinances on the Borough website, as well as communicating by letter to residents and property owners on matters of importance. Mayor Dunbar is accessible at all times, holds Friday open-door meetings for anyone with a gripe or suggestion, and is available by phone as are all Council members. All Council and Planning Board meetings are public and times are published as well as actions taken in these meetings. Three papers, The Ocean Star, The Leader and The Asbury Park Press carry the news of Mantoloking.
Mayor Dunbar opened the meeting at 8:30. All Council members were present.

The Police reported 315 incidents in August. These included a fatal accident, 911 calls, property damage, alarms going off, animal complaints, an assault, burglary, DWI, stolen property, loud parties, damaged property, etc. The total value of stolen property was $425; total value of recovered property, $300.

Of the 23 calls the Fire Company responded to in August, twelve were in Mantoloking, six in Brick and five in Bay Head. Fourteen were alarms sounding (six in Mantoloking), four fires, an auto accident, a swimmer in distress, a smoke condition, a gas leak and wires arcing.
John Wardell, Mantoloking‚s Construction Official, reported 14 permits and 3 permit updates were issued in August.

David Loughran, Emergency Management, told Council the County office of EM has adopted a policy of evacuation along the strip: All evacuees north of Lavallette will proceed north on Route 35. Mantoloking Road will NOT be available. Both lanes of Route 35 will go north. If flooding occurs, alternative routes will be provided by directive.

CFO Crelin reports: Beach badge sales lagged by 17 badges from last August, however, 17 more were sold in September than last year. Total beach badge sales for 2000 were $32,514. . .Ten tax and three sewer accounts are still delinquent for 1999. These will be sold at the end-of-October tax sale if not paid. And 2000 delinquencies include 45 for taxes and 35 for sewer accounts. All those people will get warning letters.

Councilman Jones discussed Ordinance #424, Flood Damage Prevention at the public hearing. He said this ordinance is required for Mantoloking to stay in the flood insurance program. A new flood map will be in effect on December 20th of this year. He then introduced Robert C. Mainberger of Killam Associates who explained the new rate map zones, told of the different standards of construction per zones; that residents, if their zone is changed, will be grandfathered into the new zone; that it is imperative to not let a policy lapse; if selling, the policy can carry to the next owners; if in a previous high zone, one might obtain a lower rate. Mr. Mainberger showed rate maps from previous years, and the new one. The Borough will mail the new map to residents early in the fall. Fema.gov/nfip/premium.htm is the website for more information. Ordinance #424 was passed by title only.

The following resolutions were passed:

a. To oppose Senate Resolution SR40/AR-120 which would redirect flights from Newark Airport over the coastal area, and to support Assembly Concurrent Resolution, ACR-39 opposing the study or use of an ocean routing flight plan at Newark Airport. The single-path ocean route had been rejected by the FAA as unsafe and operationally unfeasible.
b. The awarding of the contract to replace the North Lagoon Bulkhead to J. E. Hannon, Inc. for $31,490.
c. To approve the employment of Lynne Hazelet as a temporary Borough employee.
d. To allow the closure of Carrigan Place on Friday, September 22nd from 7 to 11 pm for a pre-wedding party.
e. To approve the application for payment to Lake Electric for interior electrical modifications.
f. To approve advertising of bids to purchase a 2001 police vehicle.
g. To change the Educational Assistance Contract for police personnel and approve two new recruits.

John Jones said the Beach Walk will be held on Saturday, October 21st. And remember to reserve your beach grass for November 4th pickup.

Rusty Husted and Mayor Dunbar met with Bernie Moore and the Brigadier General of the Corps of Engineers re beach renourishment. The reconnaissance study has been completed, the feasibility study is in progress and the design and construction details are estimated to get under way in 2003, 2004. However, no new funds have been granted by this administration‚. Pressure on representatives is the only way to get any funds. There is no funding for beach renourishment; write your representatives. Did you know the USA has 37 coastal states?

The next regular meeting of the Mantoloking Borough Council will be held Monday, October 16th at 8 pm.
