The Mayor and Council, for themselves and on behalf of the residents of Mantoloking, expressed their appreciation for Thomas M. Buck. The former Mayor and Councilman, member of the Board of Adjustment and
Planning Board, died September 17th. While pursuing a demanding professional business career and devoting time and love to his family, he also spent more than 20 years of dedicated service to Mantoloking. Sincere condolences are sent to his wife, Marianne, and his family. Services will be held at St. Simon‚s-by-the-Sea on Saturday, September
26th at 2:00 pm.

Mayor Roman read a letter from the Mayor's Association, dated September 4th, commending Borough Clerk, Irene Ryan, for her dedicated service to the Borough of Mantoloking and presented her with the Association's very colorful plaque alluding to her community endeavors.

Mr. McEnroe urged the Mayor and Council to take a pro-active stance and diligently pursue the repair project for Route 35. Councilman Dunbar has met with the state and is pushing his agenda.

The meeting was opened at 8:07. All Council members were present.

The Police Department issued 279 motor vehicle summonses during August, among other routine duties. All comments about the Boat Patrol have been positive and residents have asked for more patrols for 1999. The Beach
Patrol did an exceptional job, and did issue summonses. Dog complaints continue, but obviously, after the fact. Food on Lyman Street continues to be a problem. And the majority of surfers are cooperative, some aren't. In late August, a surfer helped a swimmer to shore.

The Fire Company responded to 15 fire calls: three fires, one wires down, one wires arcing and one alarm sounding in Mantoloking; two alarms sounding, one smell of smoke and a furnace fire in Bay Head; and
one alarm sounding, one wires down and three fires in Brick. There were four training drills and one business meeting.

Chief Popaca announced the siren will not be activated from 10:00 pm to 7:00 am. On Wednesday, October 7th at 6:00 pm all fire departments in Ocean County will sound their sirens to signal the beginning of "FIRE
DRILLS: THE GREAT ESCAPE". This program's objective, for school children from 2nd to 5th grades, is to have them plan an escape route from their homes during an emergency.

Bills of $192,604 were presented, all of which were routine, except for $100,000 beach replenishment, the sum of which went from the current fund to the capital fund.

There was no old business, and new business consisted of passing on eight resolutions:

a. Providing for the approval of seasonal and regular employees' salaries;

b. Providing for the award of contract to purchase a 1999 police car to Plaza Ford Motors Fleet in the sum of $20,323;

c. Providing for participation under a joint agreement with the Borough of Bay Head to share consultant fee expense to develop long range plans to address highway, sewage, growth needs in the coastal
zone. If communities join together there is a better chance to get $$$ from the state;

d. Requesting the approval by the Subcommittee on Energy and Water Development of $400,000 to fund the continuation of the Army Corps of Engineers feasibility study of the Manasquan Inlet to Barnegat Inlet
Reach, that this funding be included in the 1999 Federal Budget. Renourishment of these beaches, as has been done for beaches from Sandy Hook to Manasquan Inlet, cannot begin until this study is completed;

e. Petitioning for the approval of an extension of the grant awarded by the New Jersey DOT for the Bay and Princeton Avenues paving project. The extension is needed because of the conflict with the water company
and the and the NJDOT's planned improvements to Route 35 and the associated storm water facilities. In connection to this, it has been rumored that new bulkheads are to be installed at the Albertson and
Princeton Avenues street ends. Residents are against this as they prefer free flow of water during storms and high tides. They feel bulkheads will trap the water;

f. Opposing the downsizing and/or reduction in services of the James J. Howard Veterans Outpatient Clinic in Brick, New Jersey which has provided valuable medical assistance to area veterans;

g. Proclaiming September 17th-23rd as Constitution Week. September 17th is (was) the 211th anniversary of the drafting of the constitution of the United States of America by the Constitutional Convention. We ask our citizens to reaffirm the ideals the Framers of the Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties, remembering that lost rights may not be regained;

h. Providing for the continuance of its membership in the North Jersey Intergovernmental Insurance Fund for the period January 1st, 1999 through December 31st, 2001. The Borough saves money by being in this pool which includes Workers Compensation and Employers Liability, General Liability Coverage, Motor Vehicle and Equipment Liability Coverage and Property Damage.

Councilman Husted attended the American Coastal Organization meetings. This is a lobbying group. It is trying to have the Federal Government handle funding for all coastal areas on an interstate basis, as is the
national highway system, rather than intrastate, which is state by state.

Councilman Jones reported the recent offshore hurricane seemed to deposit more sand on the sandbars just offshore, which is good. He announced the dune walk will be sometime in October.

FEMA is going to publish a new Flood Insurance Rate map plan and the Borough will have 90 days to respond. The Borough does not like the plan. It will effect new construction mostly. Councilman Husted said there are only 18 houses in the Borough without Flood Insurance. He also said that FEMA's profit is 195% on coastal state insurance.

The next regular Council Meeting will be on Monday, October 19th at
8:00 pm.

Council went into closed session to discuss matters of litigation and
contract negotiations.
