The Ocean County Household Hazardous Waste Disposal Program will be at the Pt. Pleasant Beach Municipal Parking lot, Arnold at Ocean Avenues on Wednesday, September 29th from noon to 6 pm. Preregistration is necessary by calling 732 367-0802. They will take paints, solvents, pool chemicals, garden pesticides, aerosol cans, auto products, etc. A notice in the Leader on September 2nd reported Ocean County‚s Paint Management Program is expanding to Pt. Pleasant Beach where residents can take their paint for recycling Monday through Saturday from 9 am to 2 pm. The center is on Cooks Road adjacent to the Public Works Garage. The program is for residents of the County. It is for paint and paint products only.

Before Council met, Jon Livingston, the Governor's field representative of New Jersey's Office of Inter-governmental Affairs briefed Council about that body's availability to help communities get answers to problems we find frustrating. He can be contacted for quicker response to questions; ie, why does it take two years to have a traffic light sequence changed? Council members gave Mr. Livingston a laundry list of situations Mantoloking would like approached.

Walter Bray asked Council if it had one and what is the town's policy on home-based businesses. The mayor replied it had not been a topic here but would look into it.

Council Meeting, September 20th, 1999

All Council members were present. The minutes of previous meetings were approved. Police Chief Garon commended the residents of Mantoloking for their alertness and help in reporting all the odd and suspicious actions they observed around the Borough. The calls were a great help for the police, and he would hope they continue, even though "Wanda" has been incarcerated. Special Officer Brian Quinn was instrumental in the capture of this burglar duo, arrested August 31st at 9:40 am. "This case has snowballed into these people being wanted from Canada to Florida. Numerous NJ agencies have inquired and filed additional complaints. I wish to thank all our residents for their assistance. We received many phone calls and they were appreciated."

Remember "Son of Sam?" Well, we now have "Daughter of Wanda." KEEP YOUR DOORS LOCKED. This one is 5" 120 lbs, brown hair and eyes, 44 years old and her name is Theresa Danielwicz or Nuna Rapacinska or Linda Tabaezk or Poka Buraca or Lisa or Babca or, etc. She is wanted in Montgomery Co, PA where she escaped from custody from a psychiatric hospital after slashing her wrists while in jail. It is believed she is in the New Jersey area and will do copycat burglaries in areas already hit.

The Ocean County Sheriff, William Polhemus, congratulated Chief Garon and "your fine Police Department" for capturing "The Gypsy.". . . I firmly believe it was excellent police work that led to the arrest of the two who were working Monmouth and Ocean Counties as well as other areas. . . . it is to your credit that you persisted to request the services of our C.I.U. to process your crime scenes. The latent print developed in Mantoloking by C.I.U. resulted in a positive latent print identification of this perpetrator."

Fire Chief Popaca wishes to report the history of the fire siren. It has gone through many changes. It started at 7 blasts 24 hours a day. It was reduced to 5 blasts in 1995. In 1998, a paging system allowed the sirens to be turned off from 11 pm to 6 am. In 1999, the sirens were reduced to 4 blasts during the day and off from 10 pm to 7 am, with no blasts for tests and drills. The MFC doesn‚t activate the sirens; Ocean County Fire Dispatch does, and only for a perceived emergency which is not known until checked out. The siren has been tested and found to be below the OSHA mandated noise levels. Though exempt from OSHA levels because it is an emergency siren, law it could be much louder. The Mantoloking Fire Company is volunteer. It is unrealistic to expect members to carry a pager at all times. The only way to eliminate the siren is to have a paid Fire Department. Every town around Mantoloking blows a siren because it is still the best way to get people to answer the call and alert the public.

Chief Popaca thanked the Brualdi family for allowing the Fire Company to hold a drill in their soon-to-be-demolished home.

Beach Badge sales for the 1999 season were 46 less than last year. It does not affect the budget, but it has an impact on the total cost of the operation, according to CFO Crelin.  He also reported the total contributions for the Marine Patrol were $7,500.

The following resolutions were passed:  a. Authorizing an agreement with AFLAC-NY for administrative services in connection with a section 125 plan for the Borough of Mantoloking; b.  Awarding the contract for resurfacing of Carrigan, Chafey, Mathis, Newman, Stephens and Williams Place(s) to C. J.. Hesse, Inc.; c.  Amending the budget for the Local Coastal Planning grant by the NJ DEP; d.  Authorizing CFO Crelin to hold a tax sale on October 29th at 10 am; (the Borough has the option to purchase a lien; the Finance Committee will look into this) and e.  A resolution to proclaim September 17-23 as Constitution Week.

 A discussion of designing a flag for the Borough of Mantoloking for the Ocean County Culture and Heritage Commission ensued.  Ann Benedict and Constance Pilling are the members of the Borough‚s Historical Committee, and they, along with Councilmen Nebel and Laymon, will pursue this.

 The 1999 Beach season was successful. The dunes suffered no damage during Floyd, and the sand that was lost is on the offshore bar. Gert is roughing the ocean, as we speak.  The Dune Walk is scheduled for Thursday, October 7th, or if inclement weather, Saturday, October 9th at 10 am.  Dune grass will be distributed on Saturday, November 6th.  Call 899-6600 to reserve dune grass and sand fencing.

 Councilman Husted reported that Mantoloking is hosting a meeting for all the Mayors, Freeholders, State Senators of towns along the reach from Manasquan Inlet to Barnegat Inlet on October 8th to discuss budgeting for beach renourishment. The Corps of Engineers will not start until all communities have money in the till.  Mantoloking is the only town to have put funds away for this. The feasibility study will recommend that this work be done; Œcan‚t imagine they‚d let it just wash away.  

 FEMA is acquiring more data to revaluate properties between Route 35 and the Bay for its Flood Insurance Rate Map Review.  Surveys of new houses must be done for flood insurance.

 Construction of  new bulkheads for Old Bridge Street and North Lagoon Lane is to begin this week. The Borough Hall electric work hasn‚t begun yet; some sort of legal difficulty. The resurfacing of Bay and Princeton Avenues will take place.

 The garbage department committee is about to prepare  contracts for next year. Reports of sloppy collection and garbage strewn about has upset many residents. Of course, if residents leave their garbage at the curb in white plastic (kitchen) garbage bags, animals and birds hone in and tear those bags to shreds. Who‚se to blame?

 Council went into closed session to discuss whatever it discusses in closed session.

 The meeting was adjourned at 8:43 pm. The next regular Council meeting will be held Monday, October 18th at 8 pm.

    The Ocean County Health Department has notified the Borough offices of the following:

    The DEP has reported that 100+, 55 gal. drums and hundreds of other smaller containers have been sited in the Raritan bay. It is presumed that these containers may wash-up on our beaches in the weeks to come.

    Due to the possibility of these containers holding hazardous material, DO NOT HANDLE THE CONTAINERS.  Call the DEP Hotline and report your finding.  DEP HOTLINE  1-609-292-7172
