This publication asked for photos and memories of old Mantoloking for Anne Benedict’s wildly successful book; it is now requesting photos and personal recollections of the Breakers Hotel for a proposed book by Nancy Parker and Joan Jordan.

Virginia Sigety asked respectfully if Mantoloking’s finest would reposition their vehicles on Downer Street in such a way so as not to impede pedestrian sidewalk traffic.

Mayor Dunbar opened the meeting. All Council members were present and also expect to be present at the August meeting.

The Fire Company responded to seven alarm-sounding calls, three structure fires, one gas grill fire, one propane leak, one auto accident and a standby for a possible landing zone situation in June. The calls were mostly in Brick, with five in Bay Head and three in Mantoloking.

Eighteen new building permits and fourteen updates were issued last month for inground pools, decks, lawn sprinklers, plumbing alterations, roofing and a tank removal.

The Police reported 238 total incidents including four animal complaints, fifteen breaking and entering, one fraud, two malicious mischief, ten traffic accident investigations, 65 traffic enforcements and $7469 worth of stolen property. On June 10th, the police assisted the Point Pleasant Dive Team while it was inspecting and photographing the underpinnings of the Mantoloking Bridge. Mayor Dunbar had a folder of the pictures that were taken, and are they ever scary! No wonder trucks over four tons are banned; the under structure is severely eroded, concrete is falling into the bay, metal pieces are encrusted with barnacles and heavy rust and bolts are deteriorating or non existent. A NEW BRIDGE IS NEEDED YESTERDAY.

Police Chief Garon met with the Department of Transportation to discuss making changes to speed limits on Route 35. So far the highway has not been evaluated, but a redesign of the Herbert Street intersection is being addressed. And pedestrian crossing signs have been placed on the highway.

Among other duties, Superintendent Heckman successfully supervised the repaving of Lagoon Lane. It is very smooth and good for roller blading.

CFO Crelin reports six accounts for 2000 taxes and one for sewer are still delinquent. For 2001, 35 for taxes are unpaid. Sewer bills collect interest if not paid before August 1st; 45 are still outstanding. . . Beach badge sales have now exceeded the total-to-date of last year’s sales. . . .The Borough has changed the long distance phone carrier from Sprint to XTEL communications. The rate is .059 cents per minute for all long distance calls both intrastate and interstate, which will save the Borough .041 cents per minute. . .Tax bills were mailed out last week. When mailing your check please refer to your block and lot number or your address, not the tax bill number.

The Borough’s web page has been updated. It is now possible to buy beach badges online. And dog licenses will soon be renewable online. Some time next year taxes will be payable through the web site, www.mantoloking.org.

In old business, the resolution to support a November election ballot referendum allowing voters to recommend a maximum of two cents on the property tax to conserve open space in Ocean County was passed. We are currently taxed 1.4 cents per $100.

In new business, the following resolutions were passed:

a. Approve employment of two badge checkers, Marie Rebustillos and Barbara Wells, and their salaries. Councilman Nebel commended the crossing guard at Albertson Street for doing such a good job.

b. To accept the bids for the sale of surplus Fire Company equipment. 2,600 feet of 4‰ supply hose was sold to the Pine Mountain Volunteer Fire Department and Rescue Squad for $5,200, and to the Kenilworth Volunteer Fire Department for nine low pressure SCBA bottles for $2,000.

c. To consider entering into an agreement for services with the BTMUA.

f. To authorize XTEL as the Borough long distance carrier.

g. To accept the resignation of Deputy Zoning and Land Use Official, Walter J. Bray, and appoint his successor, William Heckman.

h. To accept the interlocal services agreement between Bay Head and Mantoloking for the provision of Marine Law enforcement services. The marine patrol services will be in the areas from the southern boundary of Bay Head to the mouth of the Point Pleasant Canal. The Mantoloking Police Department will enforce the applicable statutes of the State of New Jersey and ordinances of the Borough of Bay Head. The administration of the services shall be under the control of the Borough of Mantoloking. Fines issued in Bay Head waters shall be paid to Bay Head. Funding of the services will be from private contributions of Bay Head and Mantoloking residents.

Councilman Jones reports the beach is in great condition, that Bernie Moore is sympathetic to the piping plover problem and will try and expedite the Corps of Engineers work re beaches.

Councilman Husted referred to a June 27th article in the Star Ledger stating the House of Representatives added $62 million to build beaches and maintain the Federal Government‚s share at 65%. He asked residents to continue writing their representatives in Washington.

Councilman Popaca said he would try to avoid doing large paving projects in the busy summer months.

The Beautification Committee, headed by Councilman Laymon, showed the design for the Welcome to Mantoloking signs which will be placed at the north and south ends of Route 35 and on the east side of the Mantoloking Bridge.

Councilman Jones announced, re flood insurance, that the Borough has officially achieved Level 7 which will give residents a 15% discount when their insurance is renewed. The limits have been raised to $250,000. If a resident insures for the maximum flood insurance, the recovery payment will be for the appraised value; for less than maximum, the recovery payment will be on the depreciated value of the building.

Please, please pick up after your dogs. There seems to be a lot more stuff on and off the sidewalks. We know it is a tedious job, but if you have dogs you must accept the responsibility of cleaning up after them.

The meeting was adjourned at 8:25 pm. Council went into closed session to discuss contractual matters, pending litigation and receive advice from counsel.
