Mayor Dunbar opened the meeting promptly at 8 and led the Pledge of Allegiance. All but Councilman Husted were present.
The Ocean County Health Department has scheduled Flu and Pneumonia shots for the following sites: In Brick on November 2, Friday from 9-11 at the VFW Hall at 373 Adamston Road (just off Mantoloking Road). On October 31, Wednesday from 9-11 at St. Martha‚s Outreach on Herbertsville Road, and on November 7, Wednesday from 9:30-11:30 at Fire Co. #2, Laurel Avenue in Pt. Pleasant Beach.
Household Hazardous Waste can be disposed of by by calling 732 367-0802. Stuff such as paint, pool chemicals, pesticides, household cleaners, etc. can be taken to the Point Pleasant Beach Municipal Parking lot, Arnold at Ocean Avenues on Thursday, October 25 from 11 am to 5 pm.
The Fire Company responded to 13 calls, had 3 training drills, 2 special events and a business meeting. There were 6 alarm sounding calls, 3 structure fires, 3 smell-related calls, a fuel spill, a fire prevention fair and a memorial service in Pt. Pleasant Beach.
The Mantoloking Police had 144 total incidents during September, two of which were animal complaints. The Marine Patrol for 2001 reported 6 public service calls, 3 assists, 12 summonses and 13 other offenses. It used 153 gallons of gas which cost $265. The boat now in use is a 20-ft 1983 Bayliner Trophy with a single fiberglass hull. Most boats manufactured now have a double hull with foam filling which reduces damaging vibrations that break the boat apart. The Patrol would like to replace this boat with a used 20-ft Grady White Overnighter with a 150 HP outboard which would cost between $12,000 and $20,000. Though the Patrol‚s stats do not have earth-shattering numbers of calls and summonses, just because it was there and visible caused fewer calls. (If you would like a copy of this excellent report, the Police will comply).
Twelve new construction permits and two updates were issued during September, mostly for alterations and additions.
CFO Crelin reports 4 delinquent tax accounts and one sewer account for 2000, not changed since last month even though another notice had been sent. Taxes for 2001 have 30 unpaid accounts and 13 unpaid sewer bills. The collection percentage through September 30th is 98.7%.
Ordinance #435 authorizing the issuance of bonds and notes in the sum of $150,000 and appropriating $7,500 from the capital improvement fund to construct a garage/maintenance building was passed by introduction only. This building will be opposite the Borough Hall/Police Department and next to the Post Office in the grassy section behind the parking lot.
A resolution was passed to provide for ratification of the employment of Brian Belardo and Angelo Vasile as police recruits. The police department needs to engage special officers through sponsorship of police recruit trainees at the Police Academy and this constitutes employment by the Borough.
A resolution to authorize the Tax Collector to hold a tax sale on December 7th was passed.
A resolution providing for the continuance of its membership in the North Jersey Intergovernmental Insurance Fund for the period January 1, 2002 through December 31, 2004 was passed.
A resolution providing for the execution of a contract for telephone equipment maintenance with Communication Technologies Inc. was passed.
A resolution to oppose the adoption of New Jersey Assembly Bill #3715 was passed. This bill if adopted would allow workers to select their own medical providers rather than insurance-provided practitioners which would have an adverse financial impact on the Borough and other similarly situated municipalities.
Councilman Jones reported on the beach walk of October 12th. The northeast storm the last weekend of September had a sand-depleting impact along the Mantoloking beach, the worst portion was between Lyman and Downer. It was noted that those properties not bulldozed last spring caused significant erosion to adjacent properties as the storm waves raced into the dunes and cut back at these uneven points. There is plenty of sand in the ocean as evidenced by the sand bars. Favorable tides and winds should bring it back onto the beach, but until then there is no sand to bulldoze.
Dune grass will be distributed on Saturday, November 3rd between 8 am and 12 noon. All beach property owners must call to reserve their share. Call 732 899-6600. If you must make arrangements with a landscape company or others to pick up your plants, you will be asked to provide their name when you call in your reservation.
Councilman Popaca reported that the Marine Patrol was very successful; the refueling grant was okayed by the state, so Mantoloking will join with Pt. Pleasant Beach to fuel their municipal vehicles at a cost savings to both. . . .The Public Works department is proceeding with a bid package to build the garage. . The Utilities Department wishes to notify residents that the Water Company will be flushing the lines in the very near future. . . And Waste Management has agreed to start garbage collection later in the mornings.
Councilman Layman of the Beautification Committee said that ornamental grasses have been planted at North Lagoon, Old Bridge Street and Bergen Avenue.
Councilman Jones told Council that FEMA has approved Flood Insurance Level 7 for Mantoloking as of October 1st and this should insure a 15% discount in all policies written after that date. He also said to take the maximum $250,000 for flood insurance in order to get the coverage for replacement of damages.
Council went into closed session to discuss contractual matters, pending litigation and receive advice of counsel.
The next meeting will be Monday, November 19th, 200l at 8:00 pm
