The Mantoloking Fire Company thanks all of you who donated so generously to the 2001 Fund Drive. It was successful beyond expectations and the fire company has been able to purchase much needed equipment, sets of turnout gear for the safety of our fire fighters and other state-mandated stuff necessary to maintain a volunteer fire company. Mayor Dunbar has continued the BoroughÇs program to reward deserving people who have contributed to MantolokingÇs quality of life. This year he has presented a plaque to Anne Lewis Benedict in gratitude for her magnificent book: Mantoloking Through the Lens, a compilation of photographs from 1872 through 2000, the profits from which will used for historical projects in the Borough of Mantoloking.
Certificates of appreciation were presented to the Underwater Search and Rescue Team of the Point Pleasant First Aid Squad for its services last summer in determining that the Mantoloking Bridge really needs repairing; to George Downes who unselfishly served Mantoloking as its Fire Chief for two years; to William Heckman, Superintendent of the Borough, for his outstanding job performance; to Thomas S Guldin for his services in acquiring a Class 7 designation for the Borough for the National Flood Insurance Program, and to Gail Smith, who assisted him in this endeavor which financially helps all of the BoroughÇs home owners.
Representatives from Comcast, Peter Linden and Robert Clifton took questions about fuzzy reception, fm audio, customer demand, customers requests for channels, the effect of 9/11 on TV . Comcast will be back on February 19th for a public hearing. Stanley Witkowski brought up many sensitive issues about internet service, to put it mildly. Comcast will start its own network in this area about January 3rd and current @home subscribers will be changed to @comcast.net. ComcastÇs current contract with excite@home will terminate February 28th.
Betsy Colie wondered why something is not done to remove construction vehicles parking on both sides of Bay Avenue.

The Police Department continues to keep us safe. In November they covered 174 incidents which included only two animal complaints, 62 public service calls and two larcenies.
The Construction Report shows seven new permits and three updates issued in November. This includes one demolition and new single house to be built on that property. The rest were for alterations, roofing, decks, plumbing etc.
Fire Chief George Downes reported three fires, three alarms sounding and one odor investigation during November, as well as one drill and a regular meeting.
When it snows please do not leave vehicles parked on the streets. Wait for two hours to shovel your driveway apron to avoid the plow covering it up again. And try to avoid driving during a snow storm unless it is absolutely necessary.
CFO Crelin wrote there are NO delinquent accounts for 2000 taxes. Two properties were sold at the December 7th tax sale. A lien has been placed on them and subsequent taxes for 2001 will be paid.
In old business, Ordinance #436 to authorize $30,000 including grant funds of $18,839 for installation of a computerized fuel dispensing system with Pt. Pleasant Beach and appropriating $11,161 from the capital improvement fund of the Borough of Mantoloking, was passed.
a. In new business, a resolution to accept a Regional Efficiency Development Incentive Grant and authorize execution of same with the New Jersey Department of Community Affairs, was passed. c. A Resolution to provide for approval of change order #2 for the Lagoon Lane paving project was passed with Councilman Nebel dissenting. d. A resolution to provide for the award of a contract for purchase of material for the public works garage was passed. e. A resolution to approve the application of John Patrick Schmierer to become a member of the Fire Company was passed contingent upon his getting a physical exam.
g. Ordinance #438, to establish a local fire code enforcement agency in and for the Borough of Mantoloking was passed by title only.
h. Ordinance #439, to amend Land Use Ordinance # 371 was tabled and will be sent back to the Planning Board.
h-1. Ordinance #440 to establish a revised fee schedule for the Mantoloking Building Department was passed by title only.
i. A resolution to accept the resignation of Municipal Prosecutor, David P. Loughran, Esq. as of December 31, 2001 was passed. He has served for more than 25 years in an exemplary manner and is highly commended for his dedicated service. j. A resolution urging acting Governor Di Francesco to reconsider Bill A-3714 which extends polling place hours for certain elections was passed. k. A resolution to provide for amendment of the 2001 Salary Resolution adopted January 16, 2001 was passed. k-1. A resolution to approve the employment contract with Chief of Police Garon was passed. l. A resolution in support of the continuation of the Clean Communities Program was passed. The Borough received $4,000 in 2001, but the State Legislature has failed to reauthorize this Grant, so the Borough will only get $572 in 2002 to clean up litter on its land. Maybe the residents could help keep us clean! m. A resolution to support adoption of Senate and Assembly Bills exceptions to the ÑCap Lawâ, which would be only for insurance, fees of which dramatically increased since 9/11.
Councilman Popaca said the fuel dispensing facility will be up and running by February, will save us money, will be open 24/7 and will offer better inventory control. . .The Public Works Dept. will try a different solution than salt on snowy roads and would hope our neighboring towns would join us in the endeavor. . .Bill Heckman will be the Boroughís master carpenter to erect the Borough Garage. . .Garbage will be picked up December 24th and 31st.
Finance Chairman Nebel hopes to complete the 2002 budget this week and expects it to be one to two percent in dollars over 2001.
Council went into closed session. The next meeting is the Reorganization meeting, Monday, January 7, 2002 at 8:00 pm. Adjournment was at 9:05 pm. Merry Christmas everyone and a Happy New Year
